Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to enter into contract on behalf of the Office of Construction Management with Allen Ballew General Contractors, for the renovation of a technology area, located at 1111 East Broad Street. Formal bids were solicited on May 17, 2007. The following four companies submitted bids by the June 21, 2007 deadline (0 MBE, 0 FBE):
Allen Ballew General Contractors $1,246,408.00
Albert M. Higley Company $1,292,355.00
Tinkler Construction $1,394,000.00
RW Setterlin $1,426,250.00
The Office of Construction Management recommends that the bid be awarded to the most responsive and responsible bidder, Allen Ballew General Contractors.
EMERGENCY ACTION is requested so that the renovation of the technology area may begin as soon as possible, thereby providing necessary services to the City and its residents.

FISCAL IMPACT: This project was funded in the 2007 Capital Improvement Budget. The total cost of the contract authorized by this ordinance is $1,246,408.00.

WHEREAS, formal bids were solicited for the renovation of the technology area at 1111 East Broad Street, and
WHEREAS, the Office of Construction Management recommends Allen Ballew General Contractors as the most responsive and responsible bidder, and
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Office of Construction Management, in that it is immediately necessary to authorize the Finance and Management Director to enter into contract with Allen Ballew General Contractors, for the renovation of the technology area, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director is hereby authorized to contract with Allen Ballew General Contractors for the renovation of the technology area, located at 1111 East Broad Street.
SECTION 2. That the expenditure of $1,246,408.00, or so much thereof that may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the mayor neither approves or vetoes the same.
