Explanation
1. BACKGROUND
This ordinance authorizes the Director of Columbus Water & Power to enter into a construction contract with Kenmore Construction Co., Inc., for the Jackson Pike Water Reclamation Plant (JPWRP) Screening Improvements project, CIP 650252-100010, in an amount up to $15,910,000.00; and to encumber funds with the Department of Public Service for prevailing wage services in an amount up to $2,000.00, for a total expenditure of $15,912,000.00.
The JPWRP operates two mechanical screens to remove large debris as wastewater enters the plant as part of their headworks treatment process. The current screenings press is unable to process the large amount of leaves and debris that are captured by the mechanical screens. This construction contract will replace the existing screens with new screens to reduce maintenance costs, demolition of the existing trash racks to increase safety, installation of a new crane to replace the existing non-functional crane, install a new roof, install new skylights to aid in removing the existing screens and installation of the new screens, purchase of a new truck to haul screenings dumpsters, and install a concrete pad for spare screenings dumpsters.
The Community Area for this ordinance will be 99- Citywide.
TIMELINE: Substantial Completion of the contract work is required to be completed in a manner acceptable to the City within 690 days of the Notice to Proceed (NTP). Final Completion is 750 days from the date of NTP. Work will continue until the project is completed and accepted by the City.
ESTIMATED COST OF PROJECT: The bid amount and proposed award amount is $15,910,000.00, including a 10% construction contingency amount that will be utilized to fund needed and approved changes in the work. No contract modifications are anticipated at this time; however, construction exigency might later compel modification of this contract, if unforeseen difficulties are encountered.
Cost summary:
Original Contract $15,910,000.00
Future Anticipated Needs $ 0.00
Prevailing Wage Services $ 2,000.00
CONTRACT TOTAL $15,912,000.00
2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT
The JPWRP Screening Improvements project will ensure that debris continues to be removed from the incoming wastewater for disposal. This process protects the downstream equipment from debris that would otherwise cause plugging resulting in excessive downtime for repairs. Effective removal of debris will ensure the downstream equipment is protected, and capacity is not reduced due to screenings debris.
