Explanation
This legislation will authorize the Director of Public Utilities to enter into contract for the Whittier Control Building Masonry Repair and Roof Replacement Project for the Jackson Pike Wastewater Treatment Plant within the Division of Sewerage and Drainage.
The Whittier Street Control Building is in need of masonry repair and roof replacement. The project includes removal and disposal of roofing system, masonry brick and stone and asbestos.
Bids were opened by the Director of Public Utilities on April 16, 2003. After review of the bid proposals the Division of Sewerage and Drainage is recommending an award to the lowest, responsive and responsible bidder General Maintenance and Engineering Company. Bids received are as follows:
General Maintenance and Engineering Company: $79,161.28
The Righter Company $82,419.21
K & W Roofing $126,324.14
Supplier: General Maintenance and Engineering Company (31-4188545)
Fiscal Impact: $103,000.00 is needed and was budgeted for this project. The amount includes the bid proposal amount and force account monies.
Emergency legislation is being requested so that the project can commence as soon as possible.

To authorize and direct the Director of Public Utilities to enter into contract for the Whittier Street Control Building Masonry Repair and Roofing Replacement Project for the Division of Sewerage and Drainage, and to authorize the expenditure of $103,000.00 from the Sewerage System Operating Fund and to declare an emergency. WHEREAS, The Whittier Street Control Building is in need of masonry repair and roof replacement., and,
WHEREAS, bids were opened by the Department of Public Utilities on April 16, 2003 for the Whittier Street Control Building Masonry Repair and Roofing Replacement, and,
WHEREAS, General Maintenance and Engineering Company submitted the lowest, responsive and responsible bid and is recommended for award, and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage in that it is immediately necessary to enter into contract for the Whittier Street Control Building Masonry Repair and Roofing Replacement Project for the immediate preservation of the public health, peace, property and safety; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Utilities be and is hereby authorized and directed to enter into contract with General Maintenance and Engineering Company for the Whittier Street Masonry Repair and Roofing Replacement Project for the Division of Sewerage and Drainage, in accordance with specifications on file in the Division of Sewerage and Drainage.
SECTION 2. That the expenditure of $103,000.00, or so much thereof as may be necessary, be and is hereby authorized from the Sewerage System Operating Fund 650, Department 60-05, OCA Code: 604819, Object Level One: 06 Object Level Three: 6624, as follows, to pay the cost thereof.
SECTION 3. That for the reasons stated in the preamble hereto, where is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
