Explanation
 
Background: Effective CPR and automated external defibrillation can dramatically raise the survival rates of heart attack victims. For two years, Council member Patsy Thomas has led Project HeartStart, a collaborative effort to educate the community about the need for greater resources to combat sudden cardiac arrest, which annually claims over 400,000 lives in the United States.  Columbus desires to increase the cardiac arrest survival rate through a variety of methods, including greater access to automated external defibrillators and increasing the number of citizens trained in CPR and AED use. To that end, this ordinance authorizes the City Clerk to contract for consultant services to assist the City in the implementation of a public education and outreach effort, or PAD Program.
 
The City Council advertised informally and solicited proposals for a PAD consultant.  The advertisement, solicitation, and receipt of proposals were conducted by the Purchasing Office, on behalf of the City Council, in accordance with Columbus City Code Chapter 329, Section 329.10 regarding professional service contracts.  A multi-disciplinary evaluation team recommended Ralston Consulting, Inc. as the highest ranked offeror during the selection process.  Council member Patsy Thomas approved this recommendation and contract negotiations were pursued.  
 
Fiscal Impact: The cost of said contract will be paid from funds received by the City from Medtronic, its AED provider and PAD partner.

Body
 
WHEREAS, Columbus desires to increase the cardiac arrest survival rate through a variety of methods, including greater access to automated external defibrillators and increasing the number of citizens trained in CPR and AED use; and
 
WHEREAS, Columbus desires to educate the public about how, as a community, lives can be saved by greater public involvement in responding to cardiac arrests; and
 
WHEREAS, an emergency exists in the usual daily operation of the City in that it is immediately necessary for the City Clerk to contract with Ralston Consulting Inc. for consultant services at a cost of $25,2000 to help to implement a public education and outreach effort, or PAD Program, for the immediate preservation of public peace, property, health, safety and welfare; now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1. That from the monies in the fund 223, Special Purpose Fund, subfund 137, and from any and all monies estimated to come into said fund from any and all sources during the 12 months ending December 31, 2005, there be and hereby are appropriated $35,000 to dept 20-01 OCA 223136 OL1 03 for use during the 12 months ending December 31, 2005.
 
SECTION 2.  That the City Clerk is hereby authorized to contract with Ralston Consulting, Inc. for the purpose of assisting the City in implementation of a Public Access Defibrillation (PAD) effort, and  to expend up to $25,200, or so much as may be necessary, for said purpose from Fund 223, subfund 136, Division of City Clerk No. 20-01, Object Level One 03, Object Level Three 3336, OCA 223136.
 
SECTION 3.  That the City Clerk is hereby directed to expend the balance of the funds appropriated by this Ordinance ($9,800.00) solely for materials, supplies, and other services needed to support the PAD program.
 
SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
