BACKGROUND: This ordinance authorizes the Public Service Director to enter into various contracts for the Facilities Management Division for the renovation of 650 West Nationwide Boulevard. The Transportation Division will occupy the building.
This ordinance authorizes the Public Service Director to enter into contract with R.R. Kinsey Company, in the amount of $24,911.00 for the renovation of the electrical system at 650 West Nationwide Boulevard. The existing electrical system is dangerous, with existing covers and boxes missing in places, thereby exposing wire. Furthermore, the current electrical system does not meet City Code. The renovation will consist of the removal of existing lighting, energizing existing electrical outlets, replacing existing outlets or switch plates with stainless steel plates, installing weatherproof covers on exterior lighting, and installing new light fixtures. The contractor has thirty days upon notification of the award of the contract to complete the project.
Formal proposals were solicited on August 2, 2004, and opened on August 17, 2004. Four bids were received as follows (0 MBE, 1 FBE):

The Facilities Management Division recommends the contract award to the most responsive and responsible bidder, R.R. Kinsey Company.
This ordinance also authorizes the Public Service Director to enter into contract with General Maintenance and Engineering Company, in the amount of $23,893.00 for the renovation of the vertical siding at 650 West Nationwide Boulevard. The existing vertical siding is insufficient to protect the exterior of the building. The existing building exterior is beginning to deteriorate. The renovation will consist of the installation of vertical siding. The contractor has thirty days upon notification of the award of the contract to complete the project.
Formal proposals were solicited on August 11, 2004, and opened on August 24, 2004. Two bids were received as follows (0 MBE, 1 FBE):

The Facilities Management Division recommends the contract award to the most responsive and responsible bidder, General Maintenance and Engineering Company.
This ordinance also authorizes the Public Service Director to enter into contract with Axiom Mechanical Services, in the amount of $32,375.00 for the renovation of the heating and air conditioning (HVAC) system at 650 West Nationwide Boulevard. Currently, the building's HVAC system is not operable. The renovation will consist of the replacement of two condensers and two furnaces. Further installation will include filter racks, gas fired heaters, electric ceiling heaters, duct work, refrigerant piping, venting materials, and new thermostats. The contractor has sixty days upon notification of the award of the contract to complete the project.

The Facilities Management Division recommends the contract award to the most responsive and responsible bidder, Axiom Mechanical Services.
Emergency action is requested so that the contractors will be able to complete these projects before winter weather. The Transportation Division intends to use this building as a snow removal station to serve the Downtown area.
Fiscal Impact: The Transportation Division budgeted $500,000 in the 2004 Capital Improvement Budget for the renovation of 650 West Nationwide Boulevard. The total cost of these contract is $81,184.00. Renovation of the roof was previously legislated for $84,453. The accumulated total of these four contracts is $165,637.00. R.R. Kinsey Co. Contract Compliance No. 31-1342335, expiration date 01/22/2007. General Maintenance and Engineering Co. Contract Compliance No. 31-4188545, expiration date 02/26/2005. Axiom Mechanical Services Contract Compliance No. 55-0829335, expiration date 10/08/2006.

Body
WHEREAS, the electrical system, the vertical siding, and the HVAC system at the Transportation Division building at 650 West Nationwide Boulevard is in disrepair and in need of replacement, and
WHEREAS, formal competitive bids were advertised and received by the Facilities Management Division for the renovation of the electrical system, the vertical siding, and the HVAC system at 650 West Nationwide Boulevard, and
WHEREAS, the Facilities Management Division recommends acceptance of the bids submitted by R.R. Kinsey Company, General Maintenance and Engineering Company, and Axiom Mechanical Services as the most responsive and responsible bidders, and
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Facilities Management Division, in that it is immediately necessary to authorize the Public Service Director to enter into contracts with R.R. Kinsey Company, General Maintenance and Engineering Company, and Axiom Mechanical Services for electrical renovation, vertical siding, and HVAC renovation at 650 West Nationwide Boulevard, allowing the projects to be completed before winter weather, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Service Director is hereby authorized to contract with R.R. Kinsey Company, General Maintenance and Engineering Company, and Axiom Mechanical Services for the renovation of the electrical system, vertical siding, and HVAC system respectively at 650 Nationwide Boulevard.
SECTION 2. That the expenditure of $81,184.00, or so much thereof that may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3.
