Explanation
 
Need:
There is a need for the purchase and installation of audio video equipment for interview and interrogation rooms in Central Police Headquarters. The Detective Bureau needs removal and replacement of an old, out-dated system with a new digital audio-video systems to allow recording of interviews and interrogations in eleven (11) separate rooms and to allow those rooms to be monitored in five (5) control rooms.
 
Bid Information: A formal bid process; SA001764JY was completed on October 13, 2005 . Four responses were received and evaluated as follows:

Emergency Designation: The Division of Police would like for the old system removed and have the new system in place before the end of the year, therefore emergency legislation is requested.
 
FISCAL IMPACT: Since the contract will be funded with Law Enforcement Seizure Funds and General Government Grant Funds, there will be no effect on the financial status of the General Fund.

Body
WHEREAS, the Division of Police needs to replace an outdated audio-visual system with a new digital audio-visual system; and
 
WHEREAS, formal bid #SA001764JY was completed on October 13, 2005; and
 
WHEREAS, a contract will be awarded to Radiant Technology Group, Inc. for the purchase and installation of a new audio-visual system; and
 
WHEREAS, an emergency exists in the usual and daily operation of the Department of Public Safety, Division of Police in that it is immediately necessary to enter into a contract for the purchase and installation of a new audio-visual system so that it can be replaced before the end of the year for the immediate preservation of the public health, peace, property, safety and welfare, now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1.  That the Finance and Management Director be and is hereby authorized and directed to enter into a contract with Radiant Technology Group, Inc. for purchase and installation of a new audio-visual system for the Division of Police based on their bid being the lowest, responsive and best bid received.
 
 
Section 2.  That the expenditure of  $63,630.00 or so much thereof as may be needed, be and same is hereby authorized as follows:

Section 3.  That for reasons stated in the preamble hereto, which is hereby made a part thereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from the after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
