Explanation

 

BACKGROUND: This ordinance authorizes the Department of Finance and Management to enter into contract with 908 Devices Inc. in the amount of $79,761.33. The Division of Police, Organized Crime Bureau- Investigative Unit was approved by the Bureau of Justice Assistance (BJA) to purchase a MX908 handheld mass spectrometer chemical detection system under the FY24 Justice Assistance Grant (JAG).  The Division of Police, Organized Crime Bureau- Investigative Unit is requesting the purchase of a MX908 handheld mass spectrometer chemical detection system, with requested accessories and associated shipping costs. This equipment will be validated and used to ensure that our first responders are able to quickly detect the prevalence of harmful matter that can put them and the community at risk.

 

Three proposals were received by the bid closing date of October 16, 2025, and the evaluation committee determined that 908 Devices Inc., was the most qualified bidder.  It is now necessary to authorize the Director of the Department of Finance and Management to enter into contract with 908 Devices Inc. for a MX908 handheld mass spectrometer chemical detection system with requested accessories and associated shipping costs.

 

Bid Information:  The MX908 handheld mass spectrometer chemical detection system, requested accessories and shipping costs were bid out by purchasing through RFQ031253. The lowest most responsive bidder was 908 Devices Inc and they were awarded the bid.

 

Contract Compliance: CC-030400, Compliance expires 5/1/2027.

This company is not debarred according to the Federal Excluded Parties List System or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

 

FISCAL IMPACT:  This ordinance authorizes an expenditure of $79,761.33, or so much thereof as may be needed, from the FY24 Justice Assistance Grant (JAG) for the purchase of a MX908 handheld mass spectrometer chemical detection system, with requested accessories and associated shipping costs for The Division of Police, Organized Crime Bureau- Investigative Unit. Funds budgeted in FY24 JAG for this purpose have been allocated for this purchase.

 

Title

 

To authorize the Department of Finance and Management to enter into contract with 908 Devices Inc. for the purchase of a MX908 handheld mass spectrometer chemical detection system, with requested accessories and associated shipping costs for the Division of Police, Organized Crime Bureau; and to authorize the expenditure of $79,761.33 from the FY24 JAG. ($79,761.33)

 

Body

 

WHEREAS, The Division of Police, Organized Crime Bureau- Investigative Unit was awarded the FY24 JAG from the BJA for the specific purchase of a MX908 handheld mass spectrometer chemical detection system; and,

 

WHEREAS, the equipment will be validated and used to ensure that our first responders are able to quickly detect the presence of harmful matter that can put them and the community at risk; and,

 

WHEREAS, the Department of Finance and Management issued a Request for Proposals for a MX908 handheld mass spectrometer chemical detection system, with requested accessories and shipping costs; and,

 

WHEREAS, three proposals were received via RFQ031253, and it was determined that 908 Devices Inc. was the highest qualified bidder; and,

 

WHEREAS,  it is necessary in the usual daily operation of the Department of Safety, Division of Police to purchase a MX908 handheld mass spectrometer chemical detection system for use by the Organized Crime Bureau, for the preservation of the public peace, health, property, safety and welfare; now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Department of Finance and Management be and is hereby authorized and directed to issue a purchase order to 908 Devices Inc., for the purchase of a MX908 handheld mass spectrometer chemical detection system, which includes requested accessories, validation, and freight for the Division of Police, Organized Crime Bureau- Investigative Unit.

 

SECTION 2.  That the expenditure of $79,761.33 or so much thereof as may be needed, be and the same is hereby authorized in object class 06 Capital Outlay per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City’s financial records.

 

SECTION 4. At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 5.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
