Explanation
Background: This ordinance authorizes the Director of Finance and Management to enter into an agreement with Sabatka, Davis & Associates, Inc. for the purchase and delivery of a Patterson Pump F42 Complete Rotor Assembly including a Chesterton Seal. The contract amount being authorized by this ordinance is $420,000.00.
This new Patterson Pump will be used at the Southerly Water Reclamation Plant (SWRP) and will be compatible with existing Patterson F42 pumps currently in service at SWRP.
Procurement:
The Department of Finance and Management solicited competitive bids through Vendor Services from June 17th, 2025 to August 7th, 2025 for a Patterson Pump F42 Complete Rotor Assembly including a Chesterton Seal in accordance with the relevant provisions of Chapter 329 of City Code, RFQ030763. One bid was received by Sabatka, Davis & Associates, Inc. Upon unsealing the bid, it was discovered that Sabatka, Davis & Associates, Inc. are the sole authorized sales and service agent for Patterson Pumps in the Ohio territory.

To authorize the Director of Finance and Management to enter into a sole source contract with Sabatka, Davis & Associates, Inc. for the purchase and delivery of a Patterson Pump F42 Complete Rotor Assembly, including a Chesterton seal for the Division of Water Reclamation; and to authorize the expenditure of $420,000.00 from the Sanitary Sewer Operating Fund. ($420,000.00)

WHEREAS, it is necessary to authorize the Director of the Department of Finance and Management to enter into contract on behalf of the Department of Public Utilities with Sabatka, Davis & Associates, Inc. for the purchase and delivery of a Patterson Pump F42 Complete Rotor Assembly including a Chesterton Seal; and
WHEREAS, Sabatka, Davis & Associates, Inc., is the sole authorized sales and service agent for the Ohio territory; and
WHEREAS, because the City’s Southerly Water Reclamation Plant currently utilizes Patterson Pumps for their daily operations, it has become a proprietary system, and as such, the city can only purchase parts and maintenance services from Sabatka, Davis & Associates, Inc., this ordinance is being submitted in accordance with the sole source provisions of the City of Columbus Codes, Section 329; and
WHEREAS, it is necessary to authorize the expenditure of $420,000.00 from the Sanitary Sewer Operating Fund; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities in that it is necessary to authorize the Director of Finance and Management to enter into a contract with Sabatka, Davis & Associates, Inc. in accordance with the terms, conditions, and specifications on file in the Purchasing Office; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Management be and is hereby authorized to establish a sole source contract with Sabatka, Davis & Associates, Inc. for the purchase and delivery of a Patterson Pump F42 Complete Rotor Assembly, including a Chesterton seal in accordance with the specifications on file in the Purchasing Office.
SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4. That this contract is in accordance with the relevant sole source provisions of Chapter 329 of City Code.
SECTION 5. That for the purpose stated in Section 1, the expenditure of $420,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Sanitary Sewer Operating Fund in object class 06 Capital Outlay, per the accounting codes in the attachments to this ordinance.
SECTION 6. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
