Explanation

 

The purpose of this ordinance is to authorize the Director of Finance and Management to enter into contract with Center City International for the purchase of a Single Axle Dump Truck for the Division of Sewerage and Drainage, Sewer Maintenance Operations Center.

 

SA-002497 allowed for the purchase of Single Axle Dump Trucks without snow plows and salt spreaders and the option to purchase the vehicles with those items attached. These vehicles will be used for various rehabilitation and maintenance projects for the division. Furthermore, in response to the Mayor's initiative to research the option of equipping vehicles with snow plows and salt spreaders, the Division of Sewerage and Drainage is purchasing the trucks with Snow Plow and Salt Spreader options to be used to assist in the snow removal efforts. Item 1 will not be purchased at this time.  Snow plow blades and salt spreaders have been purchased by Transportation via legislation item 1003-2007.

 

The Purchasing Office opened formal bids on July 5, 2007 and three (3) bids were received. A tabulation of those bids is attached.

 

SUPPLIER: Center City International (31-1048371) Expires 4-30-08

 

FISCAL IMPACT: $250,460.00 is needed for this purchase.

 

Emergency legislation is being requested so that the truck may be ordered and delivered prior to inclement weather so as to be used in the snow removal efforts within the City of Columbus.

To authorize the Director of Finance and Management to establish a purchase order with Center City International for the purchase of two (2) Single Axle Dump Truck with Snow Plow and Salt Spreader option for the Division of Sewerage and Drainage, to authorize the expenditure of $250,460.00 from the Sewerage System Operating Fund and to declare and emergency ($250,460.00)

 

 

Body

 

WHEREAS, the Purchasing Office opened formal bids on July 5, 2007 for the purchase of a Single Axle Dump Truck for the Division of Sewerage and Drainage, Sewer Maintenance Operations Center, and

 

WHEREAS, the bid allowed for snow plows and salt spreader options and,

 

WHEREAS, the Division of Sewerage and Drainage recommends an award to be made to the lowest, responsive, and responsible bidder Center City International for vehicles to be equipped with snow plows and salt spreaders and,

 

WHEREAS, A purchase order will be issued in accordance with the terms, conditions and specifications of Solicitation SA002497 on file in the Purchasing Office; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, in that it is immediately necessary to order the vehicles and have it delivered prior to inclement weather so that it can be used in the snow removal efforts with City Center International for the immediate preservation of the public health, peace, property and safety; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

Section 1. That the Director of Finance and Management be and is hereby authorized to establish a purchase order with Center City International. for the purchase of two (2) Single Axle Dump Truck with snow plow blades and salt spreaders for the Division of Sewerage and Drainage, in accordance with specifications on file in the Purchasing Office.

 

Section 2. That the expenditure of $250,460.00 or so much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund No. 650, OCA 605089, Object Level 1: 06, Object Level 03: 6652.

 

Section 3. That for the reasons stated in the preamble hereto, where is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
