Explanation
 
1.  BACKGROUND:
 
The Division of Support Services was granted funding through Franklin County Office of Homeland Security and Justice Programs to purchase 410 speaker microphones which will support a myriad of first responder agencies throughout the Central Ohio region in their daily operations and in the event of an emergency or disaster situation.  The City of Columbus and Franklin County entered into an Intergovernmental Agreement, authorized by Resolution No. 169-08 and Ordinance 1691-2006, to enable this type of purchase.  The expenditure for these 410 speaker microphones in the amount of $25,038.70 will be paid by Franklin County through the Homeland Security Grant (2007 UASI - Application 204).
 
Bid Information: The Purchasing Office has established a Universal Term Contract FL003597 for Motorola radio equipment and accessories with Motorola, Inc.
 
Emergency Designation:  Emergency legislation is requested to expedite the process of the award from Franklin County Office of Homeland Security and Justice Programs.
 
Contract Compliance:  Motorola, Inc.      361115800     Expires:  March 7, 2010
 
 
2.  FISCAL IMPACT:  There is no fiscal impact for the General Fund Account.  The Intergovernmental Agreement permits the City of Columbus and Franklin County to make federal sub-grant expenditures.

To authorize and direct the Director of Finance and Management, on behalf of the Division of Support Services, to execute those documents necessary for the purchase of Motorola speaker microphones for first responder agencies throughout the Central Ohio region from an established UTC with Motorola, Inc., utilizing the Homeland Security Grant, and to declare an emergency.
 
Body
 
WHEREAS, the Division of Support Services was awarded a grant from Franklin County Office of Homeland Security and Justice Programs (2007 UASI - Application 204); and,
 
WHEREAS, the Purchasing Office has established UTC FL003597 with Motorola, Inc. for the purchase of radio equipment and accessories; and,
 
WHEREAS, the purchase and maintenance of the Police and Fire communications system is the responsibility of the Division of Support Services; and,
 
WHEREAS, the Division of Support Services has a need to purchase 410 speaker microphones to enhance the daily activities and to provide safety to those first responders in and around Columbus, Ohio and the Franklin County Community; and,
 
WHEREAS, the Division of Support Services is requesting the Finance and Management Director to contract for the purchase of 410 Motorola speaker microphones, utilizing the Homeland Security Grant (2007 UASI - Application 204); and
 
WHEREAS, an emergency exists in the usual daily operation of the Division of Support Services, Department of Public Safety, in that it is immediately necessary to contract for the purchase of these 410 Motorola speaker microphones from the federal sub-grant, thereby preserving the public peace, property, health, safety and welfare; now therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
 
SECTION 1.  That the Director of Finance and Management, on behalf of the Division of Support Services, be and is hereby authorized and directed to execute those documents necessary for the purchase of 410 Motorola speaker microphones, Model NMN6193C, from Motorola, Inc. for first responder agencies throughout the Central Ohio region, utilizing the Homeland Security Grant (2007 UASI - Application 204).
 
SECTION 2.  That the Purchase Office has established UTC FL003597 to purchase radio equipment and accessories with Motorola, Inc.
 
SECTION 3.  That for the purpose stated in Section 1 hereof, the purchase be allowed.
 
SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
