PROPOSED USE: Limited commercial and manufacturing uses.

 

DEVELOPMENT COMMISSION RECOMMENDATION: Approval (4-0) on August 8, 2024.

 

CITY DEPARTMENTS' RECOMMENDATION: Approval. The site consists of four parcels developed with an automotive repair facility in the AR-1, Apartment Residential District and M-2, Manufacturing District. The requested L-M, Limited Manufacturing District will bring all four parcels under one zoning district that allows an automotive repair facility and limited commercial and manufacturing uses. The site is within the boundaries of the Columbus Growth Strategy (2026), which recommends “Industrial and Warehouse” land uses at this location. The limitation text commits to the landscaping and screening as shown on the submitted site plan, and includes supplemental development standards addressing parking and storage of inoperable vehicles, building and parking setbacks, access, and landscaping and screening. Concurrent Council variance (Ordinance #1932-2026; CV20-039) includes variances for distance separation, interior landscaping, building and parking setbacks, striping and marking, required surface, and wheel stop devices. The requested L-M district allows appropriate uses and development standards that are consistent with adjacent industrial and manufacturing uses and the Columbus Growth Strategy’s land use recommendation.

WHEREAS, application #Z20-034 is on file with the Department of Building and Zoning Services requesting rezoning of 0.87± acres from M-2, Manufacturing District and AR-1, Apartment Residential District; and

 

WHEREAS, the Development Commission recommends approval of said zoning change; and

 

WHEREAS, the City Departments recommend approval of said zoning change as the proposed L-M, Limited Manufacturing District is consistent with the existing M-2, Manufacturing District and the adjacent manufacturing industrial uses, and the Columbus Growth Strategy’s land use recommendation, now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance #0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:

Situated in the State of Ohio, County of Franklin and in the City of Columbus:

 

Being Lots Numbered Twenty-Nine (29), Thirty (30), Thirty-One (31), Thirty-Two (32), Thirty-Five (35) and Thirty-Six (36) of NORTH BEXLEY VIEW SUBDIVISION NO. 3, as the same is numbered and delineated upon the recorded plat thereof, of record in Plat Book 17, page 58, Recorder's Office, Franklin County, Ohio.

 

Together with that portion of the alley vacated by the Village of East Columbus in Ordinance No. 223 on July 19, 1928.

1. INTRODUCTION: The property is at the northwest corner of East 6th Avenue and North Cassady Avenue.

 

2. PERMITTED USES: Those uses permitted in Sections 3363.02 through 3363.08 M, Manufacturing, Chapter 3353 C-2, Commercial along with automobile sales, leasing and rental, automotive maintenance and repair.

 

3. DEVELOPMENT STANDARDS: Unless otherwise indicated in the submitted text or on the submitted site plan the applicable development standards are contained in Chapter 3363 M, Manufacturing District.

 

A. Density, Height, Lot and/or Setback Requirements

 

1. No inoperable cars shall be parked/stored in the area between North Cassady Avenue and east of the existing building.

 

2. Required distance separation is reduced from 100 feet to 50 feet for an automobile maintenance and repair use from a school/church per CV20-039.

 

3. Required building setback along East 6th Avenue is reduced from 25 feet to zero feet per CV20-039.

 

4. Required parking setback along North Cassady Avenue and East 6th Avenue is reduced from 10 feet to zero feet per CV20-039.

 

B. Access, Loading, Parking and/or Traffic Related Commitments

 

1. No access to North Cassady Avenue is allowed.

 

2. Striping and marking of parking spaces is eliminated per CV20-039.

 

3. Gravel as a parking surface is allowed per CV20-039.

 

4. Wheel stop devices are eliminated from parking spaces per CV20-039.

A Site Plan showing lot lines, setbacks, access, and landscaping and screening is submitted for the development of the Site. The Site Plan may be adjusted to reflect engineering, topographical or other site data and changes developed at the time of development and engineering plans for all or a portion of the Site affected by said development. Any such adjustment may be reviewed and approved by the Director of the Department of Building and Zoning Services or his/her designee upon submission of the appropriate information regarding the adjustment.

 

SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
