Explanation
BACKGROUND: This ordinance authorizes the Finance and Management Director to modify and extend a contract for the Facilities Management Division with Dove Building Services, Inc. in the amount of $304,000.00 for custodial services at the Municipal Court Building at 375 South High Street. The contract extension is the third of five possible renewal options with Dove Building Services, Inc. The original contract was authorized by Ordinance Number 1501-03, passed July 21, 2003. The contract was extended for twelve months by Ordinance 0028-2004, passed March 9, 2004, and another twelve months by Ordinance 0189-2005, passed March 2, 2005. The contract shall continue from March 1, 2006 through February 28, 2007. The amount requested represents a seven percent (7%) increase, primarily due to the addition of the 18th floor and the restrooms in the basement. Previously, these spaces were unoccupied and not part of the custodial contract. This modification will include these two floors.
Emergency action is requested so that custodial services may continue without interruption.
Fiscal Impact: The Facilities Management Division budgeted $290,700.00 in 2006 for custodial services at the Municipal Court Building. The Division appropriated $285,000.00 in 2005 and $275,879.26 in 2004 for this contract. The amount of this contract is $304,000.00. The difference between this and the budgeted amount will be offset by cost savings in other custodial contracts. Dove Building Services, Inc. WHEREAS, Ordinance No. 1501-03, passed by Council on July 21, 2003, authorized the original contract for the Facilities Management Division with Dove Building Services, Inc. for custodial services at the Municipal Court Building, and
WHEREAS, the Facilities Management Division requests to modify and extend the contract with Dove Building Services, Inc. for one year beginning March 1, 2006, and
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Facilities Management Division, in that it is immediately necessary to authorize the Finance and Management Director to modify and extend a contract with Dove Building Services, Inc. for custodial services at the Municipal Court Building so that custodial services may continue without interruption, thereby preserving the public health, peace, property, safety, and welfare; now therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director is hereby authorized to modify and extend a contract with Dove Building Services, Inc. for custodial services at the Municipal Court Building from March 1, 2006, through February 28, 2007.
SECTION 2. That the expenditure of $304,000.00, or so much thereof that may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3. That City Council hereby directs the Finance and Management Director, that prior to exercising next year the fourth of five possible renewal options for this contract, he/she either negotiate an amended contract with the contractor within six months of passage of this ordinance that adjusts employee wages to mirror the responsible wage and health benefit requirement outlined in City Code Section 329.04(p) as it relates to City wages in effect at that time, or alternatively, rebid the custodial service authorized pursuant to this ordinance.
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the mayor neither approves or vetoes the same.
