Explanation
BACKGROUND: The Board of Health has been awarded a grant from the Ohio Department of Health to fund the Women, Infants and Children (WIC) Program for the period October 1, 2007 through September 30, 2008. The Ohio Department of Health has provided $5,716.05 for the lease of two additional real properties to be used as clinic space for the WIC Program for the period September 1, 2008 through September 30, 2008.

Title
To authorize and direct the Director of Finance and Management Department to enter into lease contracts with two property owners for the lease of clinic space for the WIC program, for the period September 1, 2008 through September 30, 2008; to authorize a total expenditure of $5,716.05 from the Health Department Grants Fund; and to declare an emergency. ($5,716.06)

WHEREAS, the City desires, for the benefit of the Department of Health, to enter into a lease contract with Scott Family Legacy, LLC for the rental of real property containing 2,900 square feet of space at 5253 Cleveland Avenue, Columbus, Ohio for the expansion of the Women, Infants and Children program; and,
WHEREAS, the City desires, for the benefit of the Department of Health, to enter into a lease contract with Beaumont 4522, LLC for the rental of real property containing 2,550 square feet of space at 4550 Indianola Avenue, Columbus, Ohio for the expansion of the Women, Infants and Children program; and,
WHEREAS, an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to enter into these leases for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Finance and Management Department is hereby authorized and directed to enter into contracts for the provision of rental space for two WIC clinics for the period September 1, 2008 through September 30, 2008.
SECTION 2. That to pay the costs of said contracts, the expenditure of $5,716.05, is hereby authorized from the Health Department Grants Fund, Fund No. 251, Division No. 50-01, Grant 507116, as follows:

SECTION 3. That the City Auditor is authorized to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
