Explanation
This ordinance authorizes the Director of the Department of Technology (DoT) to renew an agreement with T4S Partners, Inc. for support and maintenance of Ivanti Neurons software. Ordinance 3026-2023, passed on November 20, 2023, authorized entering into contract with T4S Partners, Inc. to purchase and maintain Ivanti Information Technology Service Management (ITSM) software. The original contract was for one-year, from the date of a confirmed purchase order, with four optional one-year renewals. This ordinance authorizes the first of the four allowable, optional renewals.
DoT is currently using Cherwell ITSM for information technology service management. Ivanti purchased Cherwell in 2021 and merged Cherwell functionality into their more modern product, Ivanti Neurons. This software is enabling DoT to build a modern service catalog and knowledge base to track and manage service requests and issues that impact the city.
The current and initial contract was authorized for one year, to begin on the date of a confirmed purchase order. Thus, the term of the current contract was February 20, 2024 through February 19, 2025. The contract authorized by this ordinance will also be for one year, beginning on February 20, 2025 and ending on February 19, 2026 at a total cost of $98,356.20
This ordinance also authorizes the Director of the Department of Technology to modify and extend the existing, original agreement with T4S Partners, Inc. through the extension of purchase order PO431170 for an additional year. There are no funds associated with this extension. Rather, the extension ensures access to the balance of funds on the above-mentioned purchase order for an additional year.
FISCAL IMPACT
Funds for the software maintenance and support services are available and budgeted in the Information Services Operating Fund. No additional funds are required for the extension of the abovementioned purchase orders.

WHEREAS, the Department of Technology uses Cherwell ITSM for information technology service management; and
WHEREAS, on November 20, 2023, Ordinance no. 3026-2023 authorized entering into a one-year contract with T4S Partners, Inc.; and
WHEREAS, the aforementioned contract included four optional one-year renewals; and
WHEREAS, this ordinance authorizes the first of the four optional one-year renewals; and
WHEREAS, it is necessary to authorize the Director of the Department of Technology to renew an agreement with T4S Partners, Inc. for the purchase of Ivanti Information Technology Service Management (ITSM) for software maintenance and support, and to extend purchase order PO431170 for an additional year, for the preservation of the public health, peace, property and safety; NOW THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Technology be and is hereby authorized to enter contract with T4S Partners, Inc. for Ivanti ITSM software maintenance and support, for a one-year term, beginning on February 20, 2025 and ending on February 19, 2026 at a total cost of $98,356.20.
SECTION 2. That the expenditure of $98,356.20, or so much thereof as may be necessary, is hereby authorized to be expended from the Information Services operating fund, as shown in the attachment to this ordinance. (See attachment 2789-2024EXP).
SECTION 3. That the Director of the Department of Technology be and is hereby authorized to modify and extend an existing agreements T4S Partners, Inc. the extension of purchase order PO431170 for an additional year.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 6. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
