Explanation
 
Background:
This ordinance will enable the Director of Recreation and Parks to accept a grant from and enter into an agreement with the Franklin County Board of Commissioners (dba: Franklin County Senior Options) for funding to support the 2007 50+ Fitness program, and provide for the appropriation of said funds to the Recreation and Parks Grant Fund.
 
Grant funding will be used to continue the 50+ Fitness programs at the various Multigenerational Adult Program (MAP) Centers during 2007.
 
.A match of $1,120.00 is required from the Recreation and Parks Department.  The match will be made up from the Fitness 55 Special Purpose Account.
 
Previous expenditures were 2006, $10,805 (Ord. No. 0640-2006); 2005, $10,595 (Ord. No. 0113-2005); and, 2004, $8,856 (Ord. No. 0287-2004).
 
Fiscal Impact:
The fiscal impact of this ordinance will be to reduce the Recreation and Parks Grant Fund's unappropriated balance by $11,129.00.

Body
 
      WHEREAS, the Franklin County Board of Commissioners (dba: Franklin County Senior Options) has awarded the City of Columbus, Recreation and Parks Department, a grant to support the 50+ Fitness programs at various senior recreation centers; and
 
        WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into said contract to having funding available for necessary expenditures; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      SECTION 1.   That the Director of Recreation and Parks be and he is hereby authorized and directed to accept a grant in the amount of $11,129.00 and enter into an agreement with the Franklin County Board of Commissioners (dba: Franklin County Senior Options) to support the 50+ Fitness programs.
 
      SECTION 2.   That from the unappropriated monies in the Recreation and Parks Grant Fund No. 286, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2007, the sum of $11,129.00 is appropriated to the Recreation and Parks Department, Department No. 51-01, 2007 Health /Wellness Program, Grant No. 517005, OCA Code 517005, and Object Level 3 No. 2269.
 
      SECTION 3.   That the monies in the foregoing Section 2 shall be paid upon order of the Director of Recreation and Parks, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
       SECTION 4.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
