Explanation

 

BACKGROUND:

 

Need:  This ordinance authorizes the transfer of $911.03 from Object 1-10 of the General Fund to provide the city cash match required for the FY03 Byrne Memorial Program DV Film Grant  The grant provides funds for the purchase of specialized film necessary for CPD Domestic Violence (DV) unit operations.  The grant award requires a local cash match and has a six month project period.

 

Emergency Designation:  Emergency legislation is needed to provide prompt matching funds for the ongoing project expenditures.

 

FISCAL IMPACT:

 

The local match was budgeted in Object 1-10 of the Division of Police 2004 budget.

 

Title

 

To authorize the transfer of $911.03 from the General Fund to the FY03 Byrne Memorial DV Film Grant Fund for the Division of Police to provide the city cash match for the FY03 Byrne Memorial DV Film Grant and to declare an emergency. ($911.03).

 

 

Body

 

WHEREAS, the City of Columbus has accpeted a FY03 Byrne Memorial DV Film Grant; and

 

WHEREAS, the local required cash match for this grant is $911.03, which represents 25% of the grant project budget; and

 

WHEREAS, the grant expenditures period started June 1, 2004 for the limited six month project period and emergency designation is needed to provide prompt matching funds for the federal grant expenditures; and

 

WHEREAS, an emergency exists in the usual daily operation of the Division of Police in that it is immediately necessary to transfer the aforementioned funds, thereby preserving the public health, peace, property, safety and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

Section 1.  That the City Auditor is hereby authorized and directed to transfer $911.03 as follows:

Section 2.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
