Explanation

 

The Director of Finance and Management is hereby authorized to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreement for Light Duty Trucks for the Division of Sewerage and Drainage. This purchase has been approved by the Division of Fleet Management and will replace the following brass tag items: 23701, 23712, 23964, 23597, 23751, 24722, 24684, 27106, 28384, 23786, 28002, 27306, 27312, 27313, 27314, 27315, 25218 and 25277. Contingency funds are being added due to rising costs for equipment.

 

EMERGENCY DESIGNATION:  This ordinance is being submitted as an emergency due to the rising costs, short ordering window and long lead times for equipment delivery.

 

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

 

The following Purchase Agreement association requires approval by City Council in order for the Division to expend more than $100,000.00, per 329.19(g): Ricart Properties, Inc., PA007217, Light Duty Trucks, expires 6/30/27.

 

SUPPLIER: Ricart Properties, Inc., Vendor #004963 MAJ, expires 1/9/26

 

FISCAL IMPACT: $762,000.00 (which includes contingency funds of $23,700.00) is budgeted and needed for this purchase.

Title

 

To authorize the Director of Finance and Management to associate all General Budget reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreement for Light Duty Trucks for the Division of Sewerage and Drainage with Ricart Properties, Inc.; and to authorize the expenditure of $762,000.00 ($682,000.00 Sewerage System Operating Fund and $80,000.00 from the Stormwater Operating Fund); and to declare an emergency.  ($762,000.00)

 

 

Body

 

WHEREAS, the Purchasing Office established PA007217 for the purchase of Light Duty Trucks with Ricart Properties, Inc.; and

 

WHEREAS, it is necessary to authorize the expenditure of up to $762,000.00 ($682,000.00 Sewerage System Operating Fund and $80,000.00 from the Sewerage Stormwater Fund, which includes a contingency fund of $23,700.00); and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage, in that it is immediately necessary to authorize the Director of Finance and Management to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreement for the purchase of Light Duty Trucks with Ricart Properties, Inc. due to rising costs, short ordering window and long lead times for equipment delivery all for the immediate preservation of the public health, peace, property, safety and welfare; and, now therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Finance and Management be and is hereby authorized to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreement for the purchase of Light Duty Trucks with Ricart Properties, Inc. for the Division of Sewerage and Drainage.

 

SECTION 2.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3.  That the expenditure of $762,000.00 (which includes a contingency fund of $23,700.00) or so much thereof as may be needed, be and is hereby authorized $682,000.00 in Fund 6100 Sewerage System Operating Fund and $80,000.00 in Fund 6200 in object class 06 Capital Outlay per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
