Explanation
1.  BACKGROUND
The Division of Planning and Operations owns and is responsible for 102 commercial HVAC systems and their associated components, and Boilers and Chiller systems.  To maintain this equipment, the Division requires a  service contract for HVAC maintenance and repair.
 
The Division has solicited bids(SO032949) to set up this service contract and received 4 responses (4 majority, 0 minority).

2.  CONTRACT COMPLIANCE
Comfort Systems USA's contract compliance number is 341291420 and it expires 11/30/11.   
 
3.  FISCAL IMPACT
Funds for this expenditure in the amount of $35,206.00 will be drawn from AC030252-001 which was established in ordinance 1241-2009 to fund facility projects for the Division of Planning and Operations.  
 
4.  EMERGENCY DESIGNATION
Emergency action is requested so that sufficient funding is available, if needed, to repair this HVAC equipment if needed during the winter months.

To authorize the Director of Public Service to establish a service contract with General Temperature Control, Inc., for the repair and maintenance of HVAC systems and to expend $35,206.00 or so much thereof as may be needed from the Street Construction, Maintenance and Repair Fund; and to declare an emergency. ($35,206.00)
 
 
Body
WHEREAS, the Division of Planning and Operations is responsible for 102 commercial HVAC systems and their associated components, and boilers and chiller systems; and
 
WHEREAS, it is necessary to establish a service contract to maintain these system in an operational capacity; and
 
WHEREAS, the Planning and Operations Division is in need of a service contract for the repair and maintenance of HVAC systems; and
 
WHEREAS, funds are budgeted and available in the Street Construction, Maintenance and Repair Fund; and
 
WHEREAS, an emergency exists in the usual daily operation of the Division of Planning and Operations in that  funding should be authorized immediately to provide sufficient funding to allow for repairs in the winter months, if needed, for the Division of Planning and Operations HVAC equipment; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1.  That the Director of Public Service is hereby authorized to enter into a service contract with Comfort System USA, 670-K Lakeview Plaza Blvd., Worthington, OH, 43085, for service and maintenance of HVAC systems and their associated components, and boilers and chiller systems in accordance with the specifications on file with the Division of Planning and Operations.
 
Section 2.  That the sum of $35,206.00 or so much thereof as may be needed is authorized to be expended from the Auditor's Certificate AC030252-001 from the Street Construction, Maintenance and Repair Fund, Fund 265, Dept-Div, 59-11, Division of Planning and Operations, Object Level One Code 03, Object Level Three Code 3370 and OCA Code 591117 for this purpose.
 
Section 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
