Explanation

BACKGROUND:  The Columbus Health Department was awarded $1,641,923 in grant monies from the
Ohio Department of Health, Centers for Disease Control for the 2007 Public Health Infrastructure program.
Of this award, the Franklin County Board of Health received a $480,500 contract.  The Columbus Health
Department has been awarded additional grant funds from the Ohio Department of Health for the Public
Health Infrastructure grant program in the amount of $11,869.  This ordinance is needed to modify a contract
with the Franklin County Board of Health for $48,408 for the time period ending August 30, 2007. This
contract modification will allow for pandemic influenza planning in Franklin County.

Why couldn't the need for the additional services be foreseen when the contract was originally awarded?  In addition to the Grantor just awarding additional monies, recent meetings and conversations between the Franklin County Board of Health and the Columbus Health Department have resulted in the need for this contract modification in order to achieve the grant deliverables by August 30, 2007.

Why would it not be in the City's best interest to have the additional contract requirement awarded through competitive bidding?  The contract is being awarded in accordance with the requirements of the Ohio Department of Health, i.e., it is population based and the Franklin County Board of Health is specified by the Ohio Department of Health to receive these monies.

How was the price for the additional goods or services determined?  Columbus Health Department personnel along with Franklin County Board of Health personnel determined the dollars to be allocated in the central Ohio region to fund the pandemic influenza planning deliverable now required by the Ohio Department of Health.

What is the additional amount to be expended under the modification?
The contract is to be modified as follows:

Vendor      Original Amount                  Increase              Modified Amount
Franklin Co. BOH      $480,500.00                         $28,631.00           $509,131.00
Franklin Co. BOH      $509,131.00               $15,000.00              $524,131.00
Franklin Co. BOH      $524,131.00               $48,408.00              $572,539.00

Emergency action is requested to provide for this contract modification so the pandemic influenza planning services can be conducted by the grant ending date of August 30, 2007.

FISCAL IMPACT:        The funds to modify and increase this contract are budgeted in the Health Department Grants Fund, Public Health Infrastructure Grant, Fund 251.
