BACKGROUND:  This legislation authorizes the Finance and Management Director to enter into contract on behalf of the Office of Construction Management with Affordable Choice Electric for the renovation of electrical services at the Police Division Horse Barn, 2609 McKinley Avenue.  This renovation is necessary due to a utility pole that is in disrepair and electrical wiring feeding the barn that needs to be reinsulated for weatherization.  Affordable Choice Electric is the electrical services contractor for the Facilities Management Division/Construction Management Office.  This contract was bid through Vendor Services (SO022301), and awarded on March 27, 2006.  The Department is currently in the second annual renewal of this contract with Affordable Choice Electric.  This ordinance is necessary because the funding for this particular project is from capital funds.
 
EMERGENCY ACTION is requested to enable the renovation of the electrical services to the Police Division Horse Barn to ensure the electrical service is not interrupted.
 
Affordable Choice Electric Contract Compliance # 31-1461454, expiration date 01/20/2010.
 
FISCAL IMPACT: Funding is available in the Safety Voted Bond Fund, Police Facility Renovation Project.  The amount of this contract is $12,777.00.

WHEREAS, it is necessary to renovate the electrical services to the Police Division Horse Barn, 2609 McKinley Avenue, and
 
WHEREAS, the renovation is to repair a utility pole and to replace insulation on electrical wiring, and
 
WHEREAS, Affordable Choice Electric was selected as the Facilities Management Division/Office of Construction Management electrical contractor through a formal bid, and
 
WHEREAS, this legislation is necessary in order to access capital funds for this project, and
 
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Office of Construction Management, in that it is immediately necessary to authorize the Finance and Management Director to enter into contract with Affordable Choice Electric for the renovation of electrical services at the Police Division Horse Barn to ensure the electrical services to this important operation are not interrupted, thereby continuing necessary safety services to the City and preserving the public health, peace, property, safety, and welfare; now, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Finance and Management Director is hereby authorized to enter into contract on behalf of the Office of Construction Management with Affordable Choice Electric for electrical renovations at the Police Division Horse Barn, 2609 McKinley Avenue.
 
SECTION 2.  That the expenditure of $12,777.00, or so much thereof as may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.  
 
SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
