Explanation
 
BACKGROUND:  The Columbus Health Department was awarded $463,000 in grant monies from the U.S.
Department of Homeland Security for the Columbus Metropolitan Medical Response System program.  This
ordinance is needed to authorize a contract with The Ohio State University Department of Public Safety for
$21,603 for the time period April 30, 2005 through March 31, 2006.                                          
 
The purpose of the contract is to maintain and update the reverse 911 service for Columbus and Franklin
County.  The reverse 911 service is a web accessed program that provides the ability for users to send
outgoing messages to specific geographical areas or pre-established contact lists via telephone, fax and alphanumeric page.  This service would be used for such things as boil water alert, evacuation, shelter locations etc., and  these messages could be sent to individuals, businesses, schools, etc.  As a result of this contract The Columbus Health Department and the Franklin County Board of Health will have access to this service
 
Emergency action is requested to facilitate and expedite these emergency planning services in central Ohio.                                                       
 
FISCAL IMPACT:  The Metropolitan Medical Response System grant budget provides $21,603 for a
contract with The Ohio State University Department of Public Safety.

Body
 
WHEREAS, this contract is necessary to coordinate emergency planning services in central Ohio and is consistent with the purpose of the Metropolitan Medical Response System grant; and,
 
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to authorize this contract for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.      That the Board of Health is hereby authorized and directed to enter into contract with The Ohio State University Department of Public Safety for the period April 30, 2005 through March  31, 2006.  
 
SECTION 2.  That the provisions of Section 329.11 of the Columbus City Code are hereby waived.  See attachment ORD0870 bid waiver document.
 
SECTION 3.  That to pay the cost of said contract the expenditure of $21,603 is hereby authorized from the Health Department Grants Fund, Fund No. 251, Department No. 50, Grant No. 505051, OCA 505051, Object Level One 03, Object Level Three 3337.
 
SECTION 4.      That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
