  3. Need: The Division of Police needs to purchase tire deflation systems consisting of one hundred and seventy eight (178) individual tire deflation devices. This purchase will permit police patrol personnel to deploy the system during vehicular pursuits.

B. Bid Information: Purchase of Tire Deflation Systems bids were opened by the Purchasing Office  on September 30, 2004, Solicitation No. SA001283. Three bids were received and StopTech, Ltd. submitted the lowest and most responsive bid that met all specifications.
 
C.  Contract Compliance Number: 31-1749742
 
D. Emergency Designation: Emergency legislation is requested for this ordinance so that tire deflation systems can be put in use as soon as possible for police personnel when needed.
 
2.  FISCAL IMPACT:
 
Since this purchase will be made with Law Enforcement Seizure Funds, there will be no effect on the financial status of the General Fund.

Body
 
WHEREAS, the Division of Police, Department of Public Safety needs to purchase tire deflation systems to be used for during vehicular pursuits; and
 
WHEREAS, Solicitation No. SA001283 for the purchase of Tire Deflation Systems was opened by the Purchasing Office on September 30, 2004; and
 
WHEREAS, StopTech, Ltd. submitted the lowest and most responsive bid that met all specifications; and
 
WHEREAS, funds from the Law Enforcement Seizure Funds will supplement not supplant the purchase of these tire deflation devices from the General Fund; and
 
WHEREAS, an emergency exists in the usual operation in the Division of Police, Department of Public Safety, in that it is immediately necessary to purchase tire deflation systems for the preservation of the public health, peace, property, safety, welfare; now therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Finance Director be and is hereby authorized and directed to enter into contract with StopTech, Ltd. for the purchase of tire deflation systems consisting of 178 individual devices for the Division of Police, Department of Public Safety.
 
Section 2. That the expenditure of $59,051.50 or so much thereof as may be needed, be and the same is hereby authorized as follows:

Section 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the mayor neither approves nor vetoes the same.
