Explanation
BACKGROUND: Ordinance No. 0436-2005, passed April 4, 2005, authorized the Director of the Department of Development to enter into contract with, among others, Community Research Partners, for the period of February 1, 2005 to January 31, 2006. The Community Research Partners program operates on a different contract cycle than the others so it is now necessary to amend Ordinance No. 0436-2005 by correcting the effective contract dates as follows:
Community Research Partners, beginning July 1, 2005 and ending June 30, 2006.
Emergency action is requested so that program services can continue uninterrupted.
FISCAL IMPACT: No additional funding is required by this legislation.
Title
To amend Ordinance No. 0436-2005, passed April 4, 2005, to change the contract period for the Community Research Partners Technical Assistance Services contract; and to declare an emergency.
Body
WHEREAS, on April 4, 2005, Columbus City Council passed Ordinance No. 0436-2005, authorizing the Development Director to enter into a contract with various agencies, including services provided by Community Research partners.; and
WHEREAS, it has been determined that the effective dates of the contract is incorrect; and,
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the amendment to Ordinance No. 0436-2005 so that program services continue without interruption for the immediate preservation of the public health, peace, property, safety and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That Section 1 of Ordinance Number 0436-2005, passed April 4, 2005, be amended to read as follows:
That the Director of the Department of Development be and is hereby
authorized to enter into contracts with various agencies as listed in Section
3 for the period of February 1, 2005 through January 31, 2006 with the
exception of Community Research Partners-Technical Assistance which
will be in effect for the period of July 1, 2005 through June 30, 2006.
Section 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
