Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a contract with St. Stephens Community House to continue support of the Material Assistance Program. The total amount of the contract is $127,581.00.
This ordinance represents a program to be funded following the Department of Development's competitive procurement process. The legislation targets a social service agency that will provide help to families and households through access to material assistance and emergency services. In addition, the city supports programs and activities so that the greater population is assured access to information, technical and other community assistance. The St. Stephen's Community House Material Assistance Program provides food, clothing, counseling and other emergency services.
This ordinance is an emergency due to these agencies accruing program expenses associated with operations.
FISCAL IMPACT: In 2006, a total of $3,303,292.00 has been allocated to fund social service programs through the General Fund.
Title
To authorize the Director of the Department of Development enter into a contract with St. Stephens Community House for the continued support of the Material Assistance Program; to authorize the expenditure of $127,581.00 from the General Fund; and to declare an emergency. ($127,581.00)
Body
WHEREAS, the Director of the Department of Development desires to enter into a contract with St. Stephens Community House for the continued support of the Material Assistance Program; and
WHEREAS, the Material Assistance Program provides emergency food, clothing, counseling and other emergency services; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to enter into a contract with St. Stephens Community House for the preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Department of Development be and is hereby authorized to enter into a contract with St. Stephens Community House for the continued support of the Material Assistance Program.
Section 2. That this contract is awarded pursuant to Section 329.15 of the Columbus City Codes, 1959, as amended.
Section 3. That for the purpose as stated in Section 1, the expenditure of $127,581.00 or so much thereof as may be necessary, be and is hereby authorized to be expended from the General Fund, Fund 010, Department of Development, Department No. 44-05, Object Level One 03, Object Level Three 3337, OCA Code 440280.
Section 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
