Explanation
BACKGROUND: This legislation authorizes the Director of the Development Department to enter into a contract with The Ransom Company for the demolition of structures found to be unsafe and public nuisances under the Demolition Program. The Neighborhood Services Division solicited competitive bids through Solicitation No. SA -002491and received the following:
The Ransom Company 25 cents per cubic foot
FISCAL IMPACT: Funding is available within the 2007 General Fund Budget and the Housing Preservation Bond Fund for demolition services.
Emergency action is requested so that the demolition of unsafe structures can begin immediately.

To authorize the Director of the Development Department to enter into contract with The Ransom Company for the demolition of structures determined to be unsafe and public nuisances under the Demolition Program; to authorize the expenditure of $50,000.00 from the General Fund; to authorize the expenditure of $150,000 from the Housing Preservation Bond Fund; and to declare an emergency. ($200,000.00)

Whereas, the Columbus City Code, Chapter 4109, authorizes the demolition of unsafe buildings; and
Whereas, the Columbus City Code, Chapter 4701, authorizes the demolition of buildings declared to be public nuisances, and
Whereas, the Columbus City Code, Chapter 4509, authorizes the demolition of buildings posing an imminent danger to the public health and safety; and
Whereas, emergency exists in the usual daily operation of the Department of Development, in that it is immediately necessary to authorize the contract with the Ransom Company for the preservation of the public peace, health, safety and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Development Department is authorized to enter into contract with The Ransom Company in accordance with Columbus City Code for the demolition of structures determined to be unsafe and public nuisances under the Demolition Program.
Section 2. That the sum of $50,000.00, or so much thereof as may be necessary, be and is hereby authorized to be expended from the General Fund, Fund 010, Subfund 000, Department of Development, Division 44-05, Object Level One 03, Object Level Three 3292, OCA Code 440330.
Section 3. That the sum of $150,000.00, or so much thereof as may be necessary, be and is hereby authorized to be expended from the Housing Preservation Bond Fund, Fund 782, Project 782004, Department of Development, Division 44-10, Object Level One 06, Object Level Three 6621, OCA Code 782004.
Section 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
Section 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
