Explanation
BACKGROUND: This legislation authorizes the appropriation and expenditure of $485,319 from the Emergency Human Services Fund to the Department of Development and authorizes the Director of the Department of Development to enter into grant agreements with Maryhaven, Inc. for the provision of substance abuse prevention and treatment services for a twelve-month period. Maryhaven, Inc. provides an Adult Male Outpatient program for alcohol and drug treatment for $62,327, a Sub-acute Detoxification and Adult Inpatient Rehabilitation program for $261,773 and an Adolescent Residential service for substance abuse and dependency issues for male and female teenagers for $161,219. The total amount of these agreements is $485,319.
This ordinance represents programs to be funded following the Department of Development's application process. The legislation targets a social service agency that provides help to families and households through access to abuse intervention services. In addition, the city supports programs and activities so that the greater population is assured access to information, technical and other community assistance. This funding will allow the process to continue.
Emergency action is necessary to avoid causing interruptions in the delivery of program services.
FISCAL IMPACT: In 2008, a total of $1,200,000.00 has been allocated to fund social service programs through the Emergency Human Service Fund.

To approve the grant application of Maryhaven, Inc., seeking assistance for operating costs associated with the delivery of their programs pursuant to Section 371.02 (c) of the Columbus City Codes, 1959; to authorize the appropriation of $485,319.00 from the unappropriated balance of the Emergency Human Services Fund to the Department of Development; to authorize the Director of the Department of Development to enter into agreements with Maryhaven, Inc. to provide assistance for emergency operating costs associated with the delivery of the programs; to authorize the expenditure of $485,319.00 from the Emergency Human Service Fund; and to declare an emergency. WHEREAS, this legislation authorizes the appropriation of Emergency Human Services Funds to the Department of Development; and
WHEREAS, the Director of the Department of Development desires to enter into agreements with Maryhaven, Inc. for the continued provision of social services; and
WHEREAS, pursuant to Section 371.02(c) of the Columbus City Codes, 1959, City Council is authorized to allocate funds annually to assist social service agencies in the city with the operating costs of delivering programs; and
WHEREAS, City Council has reviewed the grant applications and hereby declares that each has articulated a need for emergency human service funds that is sufficient to justify approval of said grant; and
WHEREAS, these programs include, but are not limited to youth intervention activities and adult substance abuse intervention programs; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to enter into agreements with Maryhaven, Inc. to avoid causing interruptions in the delivery of program services, all for the preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the grant application of Maryhaven, Inc., seeking financial assistance to address emergency human service needs pursuant to Section 371.02 (c) of the Columbus City Codes, 1959, is hereby approved.
Section 2. That from the unappropriated monies in the Emergency Human Services Fund, and from any and all sources unappropriated for any other purpose during the fiscal year ending December 31, 2008, the sum of $485,319.00 be and is hereby appropriated to the Department of Development, Department No. 44-05, Fund 232, Object Level One 03, Object Level Three 3337, OCA Code 445205.
Section 3. That the Director of the Department of Development be and is hereby authorized to enter into grant agreements for a one-year period with Maryhaven, Inc. to provide the substance abuse prevention and treatment services programs listed in Section 4.
Section 4. That for the purpose as stated in Section 3, the expenditure of $485,319.00, or so much thereof as may be necessary, be and is hereby authorized to be expended from the Emergency Human Services Fund, Department of Development, Department No. 44-05, Fund 232, Object Level One 03, Object Level Three 3337, OCA Code 445205, as follows:

Section 5. That the expenditures authorized herein are in accordance with Section 371.02 (c) of the Columbus City Codes, 1959.
Section 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
