Explanation

Background: This ordinance authorizes the Office of Diversity and Inclusion to modify an existing grant agreement with All Nations Worship Assembly of Columbus, Ohio, Inc., dba 314 Church, a local registered non-profit organization to support the continuation of its summer youth programming. The current agreement term is from May 19, 2025 to September 30, 2025. At the time of award, demand and funding levels were based on initial projections. A shortfall in external funding and increased community demand for summer youth programming created an unanticipated need. The current organization is actively delivering services with the necessary infrastructure in place. The $25,000 is based on revised cost estimates from the organization, covering expanded staffing, supplies, and operations. These costs were reviewed and deemed reasonable and consistent with prior rates.

Fiscal Impact: This ordinance authorizes an appropriation and expenditure of $25,000.00 from the Neighborhood Initiatives subfund for entrepreneurship programs.

 

Emergency Designation: Emergency action is requested to ensure that funding can be disbursed as soon as possible to ensure no disruption to operations for this non-profit organization.

To authorize the Director of the Office of Diversity and Inclusion to modify an existing grant agreement with All Nations Worship Assembly of Columbus, Ohio, Inc., a local registered non-profit organizations in support of summer youth programming; to authorize the appropriation and expenditure of $25,000.00 in the Neighborhood Initiatives subfund; and to declare an emergency ($25,000.00)

 

Body

WHEREAS, the original agreement number, PO512364 was created and approved on May 19, 2025, with agreement terms from May 19, 2025 to September 30, 2025 for its summer youth programming initiatives; and

 

WHEREAS, it is necessary to authorize an appropriation in and expenditure of up to $25,000.00 from the Neighborhood Initiatives subfund; and

 

WHEREAS, an emergency exists in the usual daily operation of the Office of Diversity and Inclusion in that it is immediately necessary to authorize the Director to modify an grant agreement with All Nations Worship Assembly of Columbus, Ohio, Inc., to increase funding for the continued support of its summer youth programming initiatives, all for the immediate preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Office of Diversity and Inclusion to modify an existing grant agreement with All Nations Worship Assembly of Columbus, Ohio, Inc., a local registered non-profit organizations in support of summer youth programming, in accordance with the terms and conditions of the agreement on file in the Office of Diversity and Inclusion.

 

SECTION 2.  That the appropriation and expenditure of up to $25,000.00 is hereby authorized in the Neighborhood Initiatives subfund, per the accounting codes attached to this ordinance.

 

SECTION 3.  That the funds are deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same
