Explanation
BACKGROUND
This ordinance will enable the Director of Recreation and Parks to enter into a revenue generating contract with Summit Vision Inc., for the construction and operation and maintenance of a high ropes course at Walnut Bluffs Campground Area at Hoover Reservoir.
Bids were received by the Recreation and Parks Department on June 13, 2003 with only one bid received from Summit Vision, Inc.
The contract is for a nine year term beginning Aug. 15, 2003, through Aug. 14, 2011. The City may revew the contract for three one year extensions (through Aug. 14, 2014). Annual rent payments are: 2004- $1,000; 2005-$1,000; 2006 - 2011- 10% of gross income.
The contract compliance number for Summit Vision, Inc. is #31-1525801.
FISCAL IMPACT
Revenue funds will be paid to the Outdoor Education Section, Revenue Fund O.C.A. #054718, Fund 285
Emergency legislation is requested in order to enter into contract prior to Aug. 15th commencement.
Title
To authorize and direct the Director of Recreation and Parks to enter into a revenue generating contract with Summit Vision, Inc. for a high ropes course at Walnut Bluffs Campground area at Hoover Reservoir and to declare an emergency.
Body
WHEREAS, on June 13, 2003, the Recreation and Parks Department received only one bid for the revenue generating contract for High ropes course at Walnut Bluffs Campground area at Hoover Reservoir; and
WHEREAS, the revenue generating contract will be awarded to the sole bidder; now, therefore
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to purchase said property for the preservation of the public peace, property, health and safety; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Recreation and Parks Department be and is hereby authorized and directed to enter into a revenue generating contract with Summit vision, Inc. for a high ropes course at Walnut Bluffs Campground area at Hoover Reservoir, for a multi-year term beginning Aug. 15th, 2003, in accordance with specifications on file in the Recration and Parks Department.
SECTION 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after its passage if the Mayor neither approves nor vetoes the same.
