Explanation

Background:  To authorize and direct the Recreation and Parks Director to enter into a revenue generating contract with G&J Pepsi Cola Bottling Company for non-alcoholic beverage rights. The City of Columbus Recreation and Parks Department requested information and proposals from qualified companies interested in entering into an exclusive non-alcoholic beverage pouring rights and marketing partnership contract, per City Code Section 913.02.

Requests for Proposal were placed on Vendor Services on July 25, 2025, and again on September 1, 2025, and one proposal from G&J Pepsi was submitted and received during this process.

For 2026 and over a five-year period, G&J Pepsi will provide: a varied product line with competitive beverage pricing; all necessary beverage equipment, supplies, service, and reporting; a beverage rights and operating fee; and a marketing partnership plan to the City of Columbus Recreation and Parks Department.

This agreement for the Department of Recreation and Parks is for five (5) years and to commence on 2/1/2026. 

G&P Pepsi to pay CRPD or affiliates commissions on vending sales of equipment located on the premises in accordance with the commission structure set at 30% of the profit of these sales.  The equipment stocking and maintenance will be the sole responsibility of Pepsi and located at more than 60 CRPD facilities throughout the city.

G&J Pepsi, in addition to paying for commissions on vending, to pay CRPD $115,000.00 in annual fees, operational and marketing support.  Furthermore, within each agreement year of this contract, G&J Pepsi and CRPD will have the ability to expand operations and renegotiate additional payments to the City based on these potential expansions of service.

WHEREAS, it is necessary to authorize and direct the Recreation and Parks Director to enter into a revenue generating contract with G&P Pepsi for non-alcoholic beverage rights within the department; NOW, THEREFORE

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1.  That the Director of Recreation and Parks is hereby authorized and directed to enter into a five (5) year full-service vendor revenue generating contract with G&J Pepsi for nonalcoholic beverage rights.

SECTION 2.   That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
