BACKGROUND: The City of Columbus has been awarded a Federal Fiscal Year 2012 Justice Assistance Grant (JAG) Award from the Bureau of Justice Assistance, Office of Justice Programs via the Franklin County Office of Homeland Security and Justice Programs. The JAG program provides funding to allow states and local governments to support a broad range of activities to prevent and control crime and improve the criminal justice system. The total FY12 JAG award amount to the City of Columbus is $253,436.00. The grant awarded $218,436.00 under the purpose area of technology improvements for the purchase of a division wide computerized time and attendance and report generating system for the Division of Police. The remaining $35,000.00 is awarded as partial funding for a joint Franklin County and City of Columbus collaborative project for Community Initiatives. The county will retain and expend these funds on the City's behalf. The City must act as subgrantee to the Franklin County Office of Homeland Security and Justice Programs. Therefore, the Mayor is required to sign a subgrantee award on behalf of the City. The official City program contacts authorized to act in connection with the Technology Improvements Project are Human Resources Manager, Linda Guyton and Human Resources Analyst, Taylor Brown.
Emergency Designation: Emergency legislation is necessary to meet grant deadlines and to make the funds available at the earliest possible time. The grant award period start date is January 1, 2013.
FISCAL IMPACT: All appropriated funds will be reimbursed by the grant award.

To authorize and direct the Mayor of the City of Columbus to accept a subgrantee award through the FY12 Justice Assistance Grant (JAG) program from the Bureau of Justice Assistance, Office of Justice Programs via the Franklin County Office of Homeland Security and Justice Programs; to authorize Linda Guyton and Taylor Brown as the official City representatives to act in connection with the Technology Improvements Project portion of the subgrant; to authorize an appropriation of $218,436.00 from the unappropriated balance of the General Government Grant Fund to the Division of Police to cover the costs associated with the Technology Improvements Project; and to declare an emergency. WHEREAS, the City of Columbus, Division of Police, was awarded funding through the FY12 Justice Assistance Grant program for the purchase of a division wide computerized time and attendance and report generating system; and
WHEREAS, the FY12 Justice Assistance Grant award includes $35,000.00 for a collaborative City of Columbus and Franklin County Community Initiatives Program with the County retaining and expending these funds on behalf of the City; and
WHEREAS, emergency legislation is needed to meet the grant deadlines and to make grant funds available at the earliest possible time because the grant award period start date is January 1, 2013; and
WHEREAS, an emergency exists in the usual and daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to accept and appropriate the $218,436.00 amount of the FY12 Justice Assistance Grant award for the Columbus Division of Police Technology Improvements Project for the immediate preservation of the public peace, health, property, safety and welfare, now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Mayor of the City of Columbus be and is hereby authorized and directed to accept a FY12 Justice Assistance Grant for the purchase of a division wide computerized time and attendance and report generating system and a joint City of Columbus and Franklin County Community Initiatives Program.
SECTION 2. That Linda Guyton and Taylor Brown are designated as the official City program contacts and authorized to act in connection with the FY12 Justice Assistance Grant Technology Improvement Project and to provide information as required.
SECTION 3. That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the project period the sum of $218,436.00 is appropriated as follows:

SECTION 4. That the monies in the foregoing Section 3 shall be paid upon order of the Director of Public Safety; and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 5. At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.
SECTION 6. Funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated.
SECTION 7. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
