Explanation
This ordinance reauthorizes the creation of a budget reservation and purchase order that was cancelled prior to the submission of final invoices.
In 2022, Columbus City Council established an area commission training program in partnership with the United Way of Central Ohio (UWCO). In coordination with city staff and external partners, UWCO delivered supplemental training for area commissioners that was focused on zoning reform, population growth and its impact, and other content focused on community building. Prior to submitting a final invoice for services provided, the purchase order was inadvertently cancelled. This ordinance re-establishes the necessary funding to make UWCO whole.
Fiscal Impact: Funding is available within the Neighborhood Initiatives subfund.
Emergency action is requested in order to re-establish funding to pay invoices in arrears.

To authorize an appropriation and expenditure within the Neighborhood Initiatives subfund to re-establish a purchase order cancelled in error; and to declare an emergency. ($49,094.00)

WHEREAS, in 2022, Columbus City Council established an area commission training program in partnership with the United Way of Central Ohio; and
WHEREAS, prior to submitting a final invoice for services provided, the purchase order was inadvertently cancelled; and
WHEREAS, this ordinance re-establishes the necessary funding to make UWCO whole; and
WHEREAS, an emergency exists in the usual daily business of the city in that it is immediately necessary to authorize this ordinance to pay invoices in arrears without delay; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Auditor is hereby authorized and directed to appropriate $49,094.00 within the Neighborhood Initiatives subfund per the accounting codes in the attachment to this ordinance.
SECTION 2. That in order to pay invoices submitted by the United Way of Central Ohio consistent with the actions authorized by ordinance 3447-2022, the expenditure of $49,094.00, or so much thereof as is needed, is hereby authorized in the Neighborhood Initiatives subfund per the accounting codes in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. That for the reasons stated in the preamble hereto, which is made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
