Explanation

This ordinance authorizes the City Clerk to enter into a grant agreement with Catholic Social Services, Inc., a non profit entity, for the support of their Our Lady of Guadalupe Center - El Mercadito Raices program.

 

The Ohio Small Business Development Center is partnering with the Our Lady of Guadalupe Center (OLGC), a program of Catholic Social Services, to offer El Mercadito Raices, in conjunction with both ¡Festival Latino! and the Hispanic Heritage festival.

 

Catholic Social Services’ Our Lady of Guadalupe Center works to reduce poverty in the rapidly growing Hispanic population in Central Ohio. They do this by providing access to professional social services, emergency assistance, and social connectedness. The OLGC is the only center of its kind in Franklin County offering the full services of a food pantry and case management to the Hispanic population.

 

In 2023, the Our Lady of Guadalupe Center and instructors from the Small Business Administration and Columbus Economic Development department are assisting nine Hispanic entrepreneurs. They are targeting four aspiring Hispanic entrepreneurs to launch their businesses at ¡Festival Latino! on August 12th and 13th of 2023. The OLGC is assisting the additional Latino/Hispanic entrepreneurs to launch their businesses at the Hispanic Heritage festival in October.

 

Emergency action is necessary to provide reimbursement for operational expenses for the August 12th and 13th events.

 

Fiscal Impact: Funding to support this expenditure is available within the general fund and the Neighborhood Initiatives subfund.

WHEREAS, The Ohio Small Business Development Center is partnering with the Our Lady of Guadalupe Center (OLGC), a program of Catholic Social Services, to offer El Mercadito Raices, in conjunction with both ¡Festival Latino! and the Hispanic Heritage festival; and

 

WHEREAS, Catholic Social Services’ Our Lady of Guadalupe Center works to reduce poverty in the rapidly growing Hispanic population in Central Ohio; and

 

WHEREAS, In 2023, the Our Lady of Guadalupe Center and instructors from the Small Business Administration and Columbus Economic Development Division are assisting nine Hispanic entrepreneurs; and

 

WHEREAS, an emergency exists in the usual daily operation of the Clerk's Office in that it is immediately necessary to authorize the City Clerk to enter into a grant agreement with Catholic Social Services to reimburse operational expenses for the events on August 12th and 13th of 2023, for the immediate preservation of the public health, peace, property, and safety; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the City Clerk is authorized to enter into a grant agreement with the not-for-profit Catholic Social Services, Inc., in an amount of $50,000 for the support of their Our Lady of Guadalupe Center - El Mercadito Raices program.

 

SECTION 2.  That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2023, the sum of $35,000.00 is hereby appropriated in Fund 1000, subfund 100018 (Neighborhood Initiatives subfund) per the account codes in the attachment to this ordinance.

 

SECTION 3.  That the expenditure of $35,000.00 is hereby authorized in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That the expenditure of $15,000.00 is hereby authorized in the General Fund, fund 1000, subfund 100010, per the accounting codes in the attachment to this ordinance.

 

SECTION 5.  That the total expenditure of $50,000.00, or so much thereof as may be needed, pursuant to the action authorized in SECTION 1 of this ordinance, is hereby authorized per the accounting codes in the attachment to this ordinance.

 

SECTION 6. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 7. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 8.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
