Explanation
BACKGROUND
To authorize the Director of Finance and Management to enter into a contract with Ace Truck Body, Inc. for the purchase of two (2) F550 Crew Cab Up-Fits. BT23507 and BT25125 are slated to be turned in for the new Ford F550 Chassis once up fits are complete. The purchase and installation of the utility body will enable the Division of Water, Distribution Maintenance to use these two trucks to provide repair and maintenance for underground water mains, hydrants, valves, and other related infrastructure.
PROCUREMENT
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 relating to competitive bidding (RFQ028850). Thirty (32) vendors (28 Majority, 2 MBE, 2 EBE) were solicited and three (3) Majority bid were received and opened on October 31, 2024.
The apparent low bidder One Nation Distribution LLC did not conform to all aspects of the bid specifications. Therefore, the Division of Water has determined the bid from Ace Truck Body, Inc. meets all requirements of the specification and is recommended for award.

The certification of Ace Truck Body, Inc. was in good standing at the time of the contract award. The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
EMERGENCY DESIGNATION: The Department of Public Utilities respectfully requests this legislation be considered emergency to guarantee a production build spot with Vendor.

To authorize the Director of the Department of Finance and Management to enter into contract with Ace Truck Body, Inc. for the purchase and installation of two (2) F550 Crew Cab Up-Fits for the Division of Water; to authorize the expenditure of $188,990.00 from the Water Operating Fund; and to declare an emergency. WHEREAS, the Department of Public Utilities has a need for the purchase and installation of two (2) F550 Crew Cab Up-Fits on Ford F550 Chassis; and
WHEREAS, the Purchasing Office opened formal bids on October 31, 2024 for the purchase and installation of two (2) F550 Crew Cab Up-Fits; and
WHEREAS, the Department of Public Utilities, Division of Water recommends an award be made to the only bidder, Ace Truck Body, Inc.; and
WHEREAS, it is necessary to authorize the expenditure of $188,990.00 or so much thereof as is needed for the purchase from and within the Water Operating Fund; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities in that it is immediately necessary to authorize the Director of the Department of Finance and Management to enter into a contract with Ace Truck Body, Inc. for the purchase and installation of two (2) F550 Crew Cab Up-Fits to guarantee a production build spot with Vendor, all for the immediate preservation of the public health, peace, property and safety; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Management be and is hereby authorized to establish a contract with Ace Truck Body, Inc. for the purchase and installation of two (2) F550 Crew Cab Up-Fits in accordance with the terms, conditions and specifications of Solicitation Number RFQ028850 on file in the Purchasing Office.
SECTION 2. That this contract is in accordance with the relevant provisions of Chapter 329 of City Code.
SECTION 3. That the expenditure of $188,990.00, or as much thereof as may be needed, is hereby authorized in Fund 6000 (Water Operating); in Object Class 06 Capital Outlay per the accounting codes in the attachment to this ordinance.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
