BACKGROUND:   This ordinance authorizes the Board of Health to accept and implement a nine-month No-Cost Extension from the Centers for Disease Control and Prevention for the CDC Health Disparities Grant for a new grant period of June 01, 2021 to February 29, 2024 and to modify the existing contracts with nine (9) Not for Profit vendors for the CDC Health Disparities Grant.

 

The Community Shares of Mid-Ohio dba The Art Mobile, Making a Difference, Maroon Arts Group, Bhutanese-Nepali Community of Columbus, 1DivineLine2Health, and The Ohio State University will have their contract terms extended from an end date of May 31, 2023 to a new end date of February 29, 2024.

 

The Family, Adolescent & Child Community Engagement Service will have their contract increased in an amount not to exceed $25,000.00, for a new contract amount of $75,000.00, and their contract term extended from an end date of May 31, 2023 to a new end date of February 29, 2024.

 

Riverview International Center will have their contract increased in an amount not to exceed $25,000.00, for a new contract amount of $75,000.00, and their contract term extended from an end date of May 31, 2023 to a new end date of February 29, 2024.

 

Proyecto Mariposas will have their contract increased in an amount not to exceed $20,000.00 for a new contract amount of $69,500.00, and their contract term extended from an end date of May 31, 2023 to a new end date of February 29, 2024.

 

The increased expenditures for these contract modifications will total $70,000.00. All are Not for Profit vendors and are therefore exempt from contract compliance requirements.

 

Columbus Public Health entered into these contracts using funds from the Centers for Disease Control and Prevention to address COVID-19 and other health disparities in local under-served communities. Columbus Public Health has a need to modify these contracts to continue the implementation, support, and completion of necessary services for the betterment of these communities.

 

 

FISCAL IMPACT$70,000.00 is budgeted for the increased services in the CDC Health Disparities Grant within the Health Departments Grants Fund, No. 2251. ($70,000.00). There is no new appropriation of funds.

WHEREAS, the Board of Health has a need to accept a nine-month No-Cost Extension from the Centers for Disease Control  ("CDC") for the CDC Health Disparities Grant for a new grant period of June 01, 2021 to February 29, 2024, due to a budget revision from the CDC; and

 

WHEREAS, the Board of Health has a need to modify the existing contracts with The Community Shares of Mid-Ohio dba The Art Mobile, Making a Difference, Maroon Arts Group, Bhutanese-Nepali Community of Columbus, 1DivineLine2Health, and The Ohio State University to extend their contract terms from an end date of May 31, 2023 to a new end date of February 29, 2024; and

 

WHEREAS, the Board of Health has a need to modify the existing contract with The Family, Adolescent & Child Community Engagement Service in an amount not to exceed $25,000.00 for a new contract amount of $75,000.00 and to extend the contract term from an end date of May 31, 2023 to a new end date of February 29, 2024; and

 

WHEREAS, the Board of Health has a need to modify the existing contract with Riverview International Center in an amount not to exceed $25,000.00 for a new contract amount of $75,000.00 and to extend the contract term from an end date of May 31, 2023 to a new end date of February 29, 2024; and

 

WHEREAS, the Board of Health has a need to modify the existing contract with Proyecto Mariposas in an amount not to exceed $20,000.00 for a new contract amount of $69,500.00 and to extend the contract term from an end date of May 31, 2023 to a new end date of February 29, 2024; and

 

WHEREAS, The Community Shares of Mid-Ohio dba The Art Mobile, Making a Difference, Maroon Arts Group, Bhutanese-Nepali Community of Columbus, 1DivineLine2Health, The Ohio State University, The Family, Adolescent & Child Community Engagement Service, Riverview International Center, and Proyecto Mariposas have the expertise required to carry out these services;

 

WHEREAS, it is necessary to allow the City Auditor to transfer appropriations between object classes for the CDC Health Disparities Grant Program as needed upon request by the Columbus Public Health department to carry out the purpose of the grant;

 

WHEREAS, it is necessary for this ordinance to be in effect from and after thirty days from the date of passage by City Council; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Board of Health is authorized and directed to accept a nine-month No-Cost Extension from the Centers for Disease Control for the CDC Health Disparities Grant for a new grant period of June 01, 2021 to February 29, 2024.

 

SECTION 2.  That the Board of Health is authorized to modify the existing contracts with The Community Shares of Mid-Ohio dba The Art Mobile, Making a Difference, Maroon Arts Group, Bhutanese-Nepali Community of Columbus, 1DivineLine2Health, and The Ohio State University to extend their contract terms from an end date of May 31, 2023 to a new end date of February 29, 2024.

 

SECTION 3. That the Board of Health is hereby authorized to modify the existing contract with The Family, Adolescent & Child Community Engagement Service in an amount not to exceed $25,000.00 for a new contract amount of $75,000.00 and to extend the contract term from an end date of May 31, 2023 to a new end date of February 29, 2024.

 

SECTION 4.  That the Board of Health is hereby authorized to modify the existing contract with Riverview International Center in an amount not to exceed $25,000.00 for a new contract amount of $75,000.00 and to extend the contract term from an end date of May 31, 2023 to a new end date of February 29, 2024.

 

SECTION 5.  That the Board of Health is hereby authorized to modify the existing contract with Proyecto Mariposas in an amount not to exceed $20,000.00 for a new contract amount of $69,500.00 and to extend the contract term from an end date of May 31, 2023 to a new end date of February 29, 2024.

 

SECTION 6.  That the expenditure of $70,000.00 or so much thereof as may be needed, is hereby authorized in Fund 2251 (Health Departments Grants Fund), Dept-Div 5001 (Health Department), Project G502126 (CDC Health Disparities Grant), in object class 03 (Services) per the accounting codes in the attachment to this ordinance.

 

SECTION 7.  That these contract modifications are in compliance with Chapter 329 of the Columbus City Code.

 

SECTION 8.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 9.  That the City Auditor is hereby authorized to transfer appropriations between object classes for the CDC Health Disparities Grant (G502126) as needed upon request by the Columbus Public Health department to carry out the purpose of the grant received from the CDC.

SECTION 10.  At the end of the grant period, any repayment of unencumbered balances required by the grantor is authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

SECTION 11.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
