Explanation
BACKGROUND:
This ordinance authorizes the partial cancellation of Auditor Certificates and authorizes the transfer and expenditure of $265,000 within the General Government Grant Fund, Neighborhood Stabilization Program 1 (NSP1) grant. Funds are needed for eligible projects and activities currently in progress associated with the NSP1 Grant.
Emergency action is requested to allow existing projects to continue without interruption.
FISCAL IMPACT:
This ordinance authorizes the partial cancellation of Auditor Certificates AC 031393-002 by $165,000 and AC 031393-003 by $100,000 and transfers these funds to Object Level 5 within the General Government Grant Fund, NSP1 Grant. This ordinance also authorizes the expenditure of these funds.

To authorize and direct the City Auditor to cancel $265,000 from Auditor's Certificates; to authorize and direct the transfer of $265,000 within the General Government Grant Fund, NSP1 Grant; to authorize the Director of the Department of Development to expend $265,000.00 from the General Government Grant Fund to provide funding for expenditures related to the NSP1 Grant; and to declare an emergency. WHEREAS, this legislation authorizes the transfer and expenditure of $265,000.00 within the General Government Grant Fund, NSP1 Grant, to provide funding for the Department of Development expenses for eligible projects and activities currently in progress; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to transfer and expend said funds to allow for continuation of existing projects in progress without interruption., thereby preserving the public health, peace, property, safety and welfare; Now, Therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the City Auditor is hereby authorized to cancel $265,000 from Auditor Certificate AC 031393 to provide for existing housing development projects currently in progress, as follows:

Section 2. That the City Auditor be and is hereby authorized and directed to transfer, within the General Government Grant Fund, Fund No.220, Grant Number 440500, $265,000 as follows:

Section 3. That the Director of the Department of Development is hereby authorized to expend $265,000 within the General Government Grant Fund to provide for existing housing development projects currently in progress that are associated with the Neighborhood Stabilization Program 1 (NSP1) Grant.
Section 4. That for the purpose as stated in Section 3, the expenditure of $265,000 or so much thereof as may be necessary, is hereby authorized from the Department of Development, Division 44-10, Fund 220, Grant 440500, Object Level One 05, Object Level Three 5528 as follows:

Section 5.
