Explanation
1. BACKGROUND:
A. Need. This legislation authorizes the Director of Public Utilities to enter into contract for Vibration Monitoring Services Services, for the Division of Sewerage and Drainage. This contract was bid on September 5, 2007, and is proposed as a multi-year contract with incremental funding, approximately annually, as stated in the Bidding Documents.
B. Procurement History. This procurement has been conducted in accordance with the requirements for competitive bidding in Columbus City Codes. An Invitation For Bidders (IFB) was published electronically and in the "City Bulletin" July 21and July 28, 2007. A required Pre-Bid Meeting was held on August 22, 2007. Two sets of Bidding Documents were obtained by prospective Bidders, and three Bids were received on September 5, 2007, as follows:

C. Recommended Contract Award. Award is recommended to Hargus Vibration Monitoring Services of Hopewell, Ohio, who is the lowest Responsive and Responsible and Best Bidder.
D. Contract Compliance No.: 293762463 (MAJ). Expires 3-28-09
2. FISCAL IMPACT: The FY2007 Budget allocates sufficient funds for this contract. Amounts appropriated for this purpose in recent years are as follows:

3. PROJECT LOCATION:
This project involves the Division's waste water treatment facilities: The Jackson Pike and Southerly Wastewater Treatment Plants.
Title
To authorize the Director of Public Utilities to contract with Hargus Vibration Monitoring Services for Vibration Monitoring Services, for the Division of Sewerage and Drainage; and to authorize the expenditure of $33,000.00 from the Sewerage System Operating Fund ($33,000.00).
Body
WHEREAS, bids for Vibration Monitoring Services for the Division of Sewerage and Drainage were received by the Director of Public Utilities on September 5, 2007; and
WHEREAS, the bids received have now been reviewed and a recommendation for award has been made; and
WHEREAS, it is necessary to authorize the Director of Public Utilities to enter into contract with Hargus Vibration Monitoring Services for Vibration Monitoring Services, in order to provide for the proper maintenance of operational facilities of the Division of Sewerage and Drainage; Now, Therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Utilities be, and hereby is, authorized to contract with Hargus Vibration Monitoring Services, 3017 Flint Ridge Rd., Hopewell, OH 43746 for Vibration Monitoring Services for the Division of Sewerage and Drainage, in accordance with the terms and conditions as shown in the contract on file in the office of the Division of Sewerage and Drainage.
Section 2. That the said firm shall conduct the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.
Section 3. That the expenditure of $33,000.00, or as much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund 650, Department 60-05, to pay the cost of this contract, as follows:
