Explanation

Background:  This ordinance authorizes the Director of Public Safety, on behalf of the Division of Fire, to enter into contracts with and issue purchase orders to Alina Sharafutdinova DBA Village Venture, LLC and public entity Educational Service Center of Central Ohio, serving as administrative agent for Franklin County Family and Children First Council, respectively.  Alina Sharafutdinova DBA Village Venture, LLC provides program management, grant management and data analysis for the BJA COSSUP RREACT (Rapid Response Emergency Addiction Crisis Team) grant that was accepted and funds appropriated by Ordinance 1124-2024.  Franklin County Family and Children First Council provides family case management and trauma services.  Such multi-system family case management and trauma services are only available through Franklin County Family and Children First Council.  Family and Children First Councils are established in the Ohio Revised Code and must have an administrative agent as they are not an “agency” on their own, but rather a collaboration of all the child serving agencies as mandated by law.  The Educational Service Center of Central Ohio currently serves as the administrative agent for Franklin County Family and Children First Council.

 

Alina Sharafutdinova, DBA Village Venture, LLC, was selected as the grant program manager under the original award cycle of the BJA COSSAP RREACT grant.  Village Venture, LLC operates under the guidance of Alina Sharafutdinova and consists of a team of data scientists, a data QA admin, and a project manager.  For over five years of RREACT's operations, Alina Sharafutdinova has provided program management contract services to the RREACT team.

FISCAL IMPACT: This ordinance authorizes the expenditure of $242,793.00 from the General Government Grants Fund via Project G342400 Comprehensive Opioid, Stimulant, and Substance Use Site-based Program (COSSUP).

 

EMERGENCY ACTION: This ordinance is submitted as an emergency as to not delay program services and to allow the financial transactions to be posted to the City’s accounting system as soon as possible.

Body

 

WHEREAS, it is necessary to authorize the Director of the Department of Public Safety to enter into a $87,293.00 grants management service contract with Alina Sharafutdinova DBA Village Venture LLC; and,

 

WHEREAS, it is necessary to authorize the Director of the Department of Public Safety to enter into a $155,500.00 contract with public entity Educational Service Center of Central Ohio serving as administrative agent for the Franklin County Family and First Council; and,

 

WHEREAS, Franklin County Family and Children First Council is uniquely suited to provide said family case management and trauma services; and,

 

WHEREAS, it is necessary to authorize funds in the amount of $242,793.00; and,

 

WHEREAS, it is necessary to waive the competitive bidding provisions of the Columbus City Codes, Chapter 329; and,

 

WHEREAS, the Division of Fire has a need for grant management services for the BJA COSSUP grant; and,

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety, Division of Fire in that it is immediately necessary to enter into contract with Alina Sharafutdinova DBA Village Venture LLC, and public entity Educational Service Center of Central Ohio serving as administrative agent for the Franklin County Family and First Council to ensure uninterrupted service and meet grant program goals and deadlines, all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of the Department of Public Safety is hereby authorized and directed to enter into an $87,293.00 contract with Alina Sharafutdinova DBA Village Venture LLC for grant program management services for the Divisions of Police and Fire.

 

SECTION 2. That the Director of the Department of Public Safety is hereby authorized to enter into a $155,500.00 contract with public entity Educational Service Center of Central Ohio serving as administrative agent for the Franklin County Family and First Council for case management and trauma services.

 

SECTION 3. That this Council finds it in the best interest of the City to waive the competitive bidding provisions of the Columbus City Code to permit the aforementioned contracts and does hereby waive the same.

 

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.

 

SECTION 5.  That the expenditure of $242,793.00 or so much thereof as may be needed, is hereby authorized from the General Government Grants Fund, per the accounting codes in the attachment to this ordinance.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
