BACKGROUND:  This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with DLZ Architecture, Inc. for general architectural/engineering consulting services for space planning, design, and construction administration for the replacement of current Fire Station 2/3 at 150 East Fulton Street and demolish the existing station.

A Request for Statements and Qualifications was issued and seven proposals were received (0 FBE, 0 MBE):  Phillip Markwood Architects, Inc., Jerome Scott, JL Bender, Architects and Engineers, MSA, DLZ Architecture, Inc., Harris, and M+A. An evaluation committee representing the Department of Public Safety, the Department of Finance and Management, and EBOCO was established and recommended that DLZ Architecture, Inc.
Emergency legislation is requested so that the design of a replacement Station can begin as soon as possible so as to meet the modern operational needs of the Division of Fire to provide fire and rescue services to the downtown area. This Station is 51 years old and needs to be replaced as it has a number of operational and infrastructure deficiencies.
DLZ Architecture, Inc. Contract Compliance No. 31-1209514, expiration date September 14, 2014.
Fiscal Impact: The cost of this contract is $780,000.00. This legislation authorizes a transfer of $780,000.00 between projects within the Safety Voted Bond Fund.
