BACKGROUND: This ordinance authorizes the Finance Director to issue a purchase order in the amount of $41,000.00 for the Fleet Management Division for the purchase of two Ford Crown Victorias from Ford Lincoln Mercury Inc., for the Fire Division Emergency Services Bureau from a statewide UTC contract.  The Fire Division needs to replace two (2) Ford Crown Victorias.  The vehicles will be purchased in accordance with the current State of Ohio General Distribution Contract GDC-050-L, Bid Contract Number OT909004, expiring 09/30/2005.
 
CONTRACT COMPLIANCE:  Contract Compliance for Statewide Ford Lincoln Mercury Inc. is 341748921.
 
FISCAL IMPACT:  The Fleet Management Division budgeted $3 million in the 2005 General Fund vehicle allocation.  This ordinance authorizes an expenditure of $41,000.00.  The Fleet Management Division spent $1.5 million for vehicles from the 2004 General Fund vehicle allocation and $1.1 million from the same fund in 2003 for vehicles.  A companion ordinance (0498-2005) authorizes an additional $520,776.00 for Public Safety Department vehicles from the Fleet Management 2005 General Fund vehicle allocation.  
 
EMERGENCY ACTION:  The Fleet Management Division request emergency legislation in order to meet the manufacturer's deadlines.
 
 
Title
 
To authorize the Finance Director to establish a purchase order for the Fleet Management Division with Ford Lincoln Mercury Inc., for the purchase of two(2) Ford Crown Victoria automobiles in accordance with State of Ohio General Distribution Contract GDC-050-L for the Fire Division, to authorize the expenditure of $41,000.00 from the General Fund, and to declare an emergency. ($41,000.00)
 
 
 
Body
 
WHEREAS, the Fire Division needs to utilize the current State of Ohio General Distribution Contract GDC-050-L for the purchase of two (2) Ford Crown Victoria automobiles via the Fleet Management Division General Fund vehicle allocation; and
 
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Fleet Management Division, in that it is immediately necessary to expend funds from the General Fund for the purchase of these vehicles for the Fire Division, thereby preserving the public health, peace, property, safety, and welfare; Now, therefore;            
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Finance Director be and is hereby authorized and directed to establish a purchase order for the purchase vehicles from Ford Lincoln Mercury Inc. for the Fire Division, through the Fleet Management Division General Fund vehicle allocation, in accordance with the State of Ohio General Distribution Contract GDC-050-L, expiring 09/30/2005.
 
Section 2. That the expenditure of $41,000.00, or so much thereof as may be necessary, be and it is hereby authorized to be expended from the Public Service Department, Fleet Management Division; Department No. 59; Division No. 59-05; Fund 010; OCA Code 591201; OL3 Code 6650.
 
Section 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
