Explanation
BACKGROUND: This resolution authorizes plans and specifications to be prepared for a high pressure sodium street lighting system under the assessment procedure. Property owners have submitted a petition for a high pressure sodium street lighting system with ornamental poles and underground wiring in the Raspberry Run Subdivision, including: Raspberry Run Drive, Raspberry Run Court, Trestle Court, Basia Drive and Poplar Bend Drive. This petition has been submitted to Columbus City Council through the City Clerk's Office.
Emergency action is requested due to citizens' approved petition for a timely implementation of construction services.

To authorize the Director of Public Utilities to cause plans and specifications to be prepared for installing ornamental street lighting with underground wiring in the Raspberry Run Subdivision under the assessment procedure and to declare an emergency.
Body
WHEREAS, property owners owning over 60% of the assessable property in the Raspberry Run Subdivision including: Raspberry Run Drive, Raspberry Run Court, Trestle Court, Basia Drive and Poplar Bend Drive have submitted a petition for ornamental street lighting with underground wiring; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Electricity, in that it is immediately necessary to prepare plans and specifications for the installation of street lighting improvements in the Raspberry Run Subdivision in order that the same may be completed at the earliest possible time, thereby protecting the public health, peace, property, safety and welfare; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Utilities be and is hereby authorized to cause plans, specifications and estimate of cost to be prepared for a high pressure sodium street lighting system with ornamental poles and underground wiring in the Raspberry Run Subdivision including: Raspberry Run Drive, Raspberry Run Court, Trestle Court, Basia Drive and Poplar Bend Drive.
SECTION 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this resolution is declared to be an emergency measure and shall take effect and be in force from and after its adoption and approval by the Mayor, or ten days after adoption if the Mayor neither approves nor vetoes the same.
