Explanation
 
Background:
This ordinance will authorize the Director of Recreation and Parks to enter into a five(5) year lease agreement, with the option for an additional five (5) years if both parties are in agreement, with the After School All-Stars, Inc., for its activities at Blackburn Recreation Center.  
 
This will revise the License Agreement into a Lease Agreement for the After School All-Stars, Inc., granting permission to occupy the entire second floor of the northern portion of the building.
 
Additionally, this agreement will continue to waive the rental fee in exchange for the After School All-Stars, Inc., providing programs and instructors at Blackburn Recreation enter.
 
Emergency action is necessary as the current License Agreement has expired.

Title
 
To authorize and direct the Director of Recreation and Parks to enter into a 5 year lease agreement, with the option of renewal for an additional five (5) years, with the After School All-Stars, Inc., and to declare an emergency.
 
Body
 
      WHEREAS, it is necessary to enter into a lease with the After School All-Stars, Inc., for portions of the Blackburn Recreation Center; and
 
      WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into said lease as current License Agreement has expired; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      SECTION 1.   That the Director of the Recreation and Parks Department be and he is hereby authorized and directed to enter into a 5 year lease, with a five (5) year renewal option, with the After School All-Stars, Inc.
 
      SECTION 2.   That the fee be waived in exchange for the After School All-Stars providing programming and instructors at the Blackburnn Recreation Center.
 
      SECTION 3.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
