Explanation

This ordinance authorizes the City Clerk to enter into a grant agreement with Remember Us Urban Scouts, Inc. (dba Remember Us Urban Legends), a non-profit corporation, in support of the organization’s after school programming.

 

Remember Us Urban Scouts (RUUS) in-school programs - Be the One and the Senior Capstone - are a collaboration with Linden McKinley High School. In Be The One, RUUS leads program activity building and developing community skills with students in grades 7 through 12 one day a week, involving over 300 students on a weekly basis. The Senior Capstone utilized Lead 4 Change workbooks and materials to provide a senior capstone project for the students to earn them completion in the class, an Ohio Jobs Readiness Seal, and points towards alternate paths towards graduation. During the Senior Capstone, students’ attendance, participation, and graduate status are collected and tracked.

 

The Remember Us Urban Legends Ambassador program serves teens ages 14-18 and builds leadership, community relations, civic engagement, personal and professional skills over a 12-month period. These teens plan, host, and implement RUUL monthly events, provide peer led trainings, and represent the organization at additional events in which RUUS/RUUL is involved. The students’ grades, behavior (in-school, at home, and in the community), attendance, and participation are tracked. The RUUL ambassadors are paid a monthly stipend of $250 paid bi-weekly.

 

Emergency action is requested in order to ensure that Remember Us Urban Legends has the adequate cash flow to sustain the above mentioned programs.

 

Fiscal Impact: Funding is available within the Neighborhood Initiatives subfund.

($75,000.00)

 

Body

WHEREAS, Remember Us Urban Scouts (RUUS) in-school programs are a collaboration with Linden McKinley High School; and

 

WHEREAS, over 300 students each week participate in the Be The One program; and

 

WHEREAS, the agency’s Ambassador program serves teens ages 14-18 and builds leadership, community relations, civic engagement, personal and professional skills; and

 

WHEREAS, an emergency exists in the usual daily business of the city in that it is immediately necessary to authorize the City Clerk to enter into a grant agreement with Remember Us Urban Scouts, Inc., to ensure that the organization has adequate cash flow to sustain the school-based programs, all for the immediate preservation of the public health, peace, property, safety and welfare; and now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the City Clerk is hereby authorized to enter into a grant agreement with Remember Us Urban Scouts, Inc. (dba Remember Us Urban Legends) in support of the organization’s after school programming.

 

SECTION 2. That the Auditor is hereby authorized and directed to appropriate $75,000.00 within the Neighborhood Initiatives subfund per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That per the action authorized by Section 1 of this ordinance, the expenditure of $75,000.00 within the general fund, fund 1000, subfund 100018, is hereby authorized per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
