Explanation
 
The Franklin County Engineering Department (Franklin County Engineer) is engaged in a roadway improvement project on Tuttle Crossing Boulevard from Wilcox Road to I-270.  The project consists of the reconstruction and widening to 5 lanes of 0.70 miles of roadway including a raised median, curb and gutter, street lighting, bicycle path and sidewalks, and closed storm drainage.  This is a joint construction project with Columbus, Dublin, and Franklin County.
 
The Franklin County Engineer is the lead agency for this project and the City has agreed to reimburse Franklin County for its share of these improvements.
 
This ordinance authorizes the Public Service Director to enter into the necessary agreements to complete this project and provides for the City's share of the project in the amount of $800,000.00 to be paid upon proper invoice by the Franklin County Engineer.
 
Emergency action is requested in order to provide the City's financial commitment to Franklin County prior to the commencement of the Project or soon thereafter.  Construction of this project is scheduled to begin in July 2007 and end in Fall of 2008.
 
Fiscal Impact: Funding for this project is budgeted and available in the 2007 Capital Improvements Budget in the Roadway improvement project within the 1995, 1999, 2004 Voted Streets and Highways Fund.   This ordinance authorizes the expenditure of $800,000.00 for the above described improvements.

Body
 
WHEREAS, Franklin County, the City of Columbus, and the City of Dublin are involved in a joint project to reconstruct Tuttle Crossing Boulevard; and
 
WHEREAS, Franklin County is the lead agency for this project; and
 
WHEREAS, the City of Columbus Transportation Division has agreed to reimburse Franklin County for its share of these improvements; and
 
WHEREAS, this ordinance authorizes the Public Service Director to enter into the necessary agreements to complete this project; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service, Transportation Division, in that it is necessary to provide funding to the County for this project, thereby preserving the public health, peace, property, and safety; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Public Service Director be and hereby is authorized to enter into the necessary agreements to complete this project and is authorized to reimburse the Franklin County Engineer up to $800,000.00 for improvements related to the Tuttle Crossing reconstruction project.
 
SECTION 2.  That the expenditure of $800,000.00, or so much thereof as may be needed, be and hereby is authorized for said reimbursements from the 1995, 1999, 2004 Voted Streets and Highways Fund, Fund 704, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6631, as follows:

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
 
SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
