Explanation
Background: This legislation authorizes the City to enter into a contract in an amount up to $858,550.00 for the Roberts Road-Wilson Road Intersection Improvement project and to pay construction inspection costs up to $113,801.50. This project is being funded by the Development Department due to the importance of the project to businesses in the area. Several businesses in the vicinity have voiced strong concerns of the traffic backups due to the lack of adequate turn lanes. Due to these concerns the Development Department has asked that Transportation advance this project.
This improvement will install a left turn lane on Wilson Road south of Roberts Road by widening the roadway from 2 to 3 lanes, and installing a left turn lane on Roberts Road west of Wilson Road by removing a portion of the existing wide concrete median and replacing it with new pavement. A full resurfacing will be completed over the entire pavement as part of this project. An existing sidewalk on the west side of Wilson south of Roberts will be connected to an 8 foot roadside berm on the south side of Roberts Road going west. Work also consists of traffic signal modification, storm sewer improvements, grading, planing and such other work as may be necessary to complete the contract in accordance with the plans and specifications. This intersection is just adjacent to the freeway ramps at I-270 and Roberts Road.
The scope of this project is intended to address motorist safety and congestion in the short-term by providing for some limited safety and congestion improvements.
The estimated Notice to Proceed date is May 15, 2008. This project has been given 120 days to complete the construction of the project. The project was let by the Transportation Division and was advertised in the City Bulletin, Dodge Reports, and by the Builders Exchange. Sixteen bidders/suppliers were solicited ( 14 majority, 2 minority) and six bids were received (6 majority, 0 minority) and tabulated on December 13, 2007 as follows:

Fiscal Impact: Funding for this project is budgeted and available from the Development Department for this project. Funding sources include $800,000 from the Northland and other acquisitions Fund, $60,000 from the Development Fund, and $112,351.50 from the Voted 1995, 1999, 2004 Streets and Highways Fund for this work.

WHEREAS, bids were received on December 13, 2007, and tabulated on December 13, 2007, for the Roberts Road-Wilson Road Intersection Improvement project and a satisfactory bid has been received; and
WHEREAS, it is necessary to provide for construction inspection costs; and
WHEREAS, it is necessary to authorize the appropriation and transfer of funds for the project to proceed; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Service Director be and is hereby authorized to enter into a contract with The Shelly Company for the construction of the Roberts Road-Wilson Road Intersection Improvement project in the amount of $858,550.00, for the Transportation Division in accordance with the specifications and plans on file in the office of the Public Service Director, which are hereby approved; to obtain and pay for the necessary inspection costs associated with the project up to a maximum of $113,801.50.
SECTION 2. That the 2007 Capital Improvement Budget Ordinance No. 0733-2007 is hereby amended as follows in order to provide sufficient budget authority for previously approved legislation:

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
