Explanation
 
BACKGROUND:      The Columbus Health Department has been awarded a Women, Infants, and Children (W.I.C.) grant from the Ohio Department of Health.  The Ohio Department of Health is sending the grant funds in large quarterly payments, resulting in monthly interest distributions from a large cash balance.  This ordinance is needed to create $8,000 additional appropriation for the WIC Grant, for the period October 1, 2007 through September 30, 2008.
 
This ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible.  Up to date financial posting promotes accurate accounting and financial management.
 
FISCAL IMPACT:        The Women, Infants and Children Program is entirely funded by the Ohio Department of Health.  Other than interest income, this program does not generate any revenue or require a City match.

To make appropriation for the twelve months ending December 31, 2008, for the Women, Infants, and Children grant, for the continued operations of grant program, and to declare an emergency.  ($8,000)
 
 
Body
 
WHEREAS,      $4,924,565 in grant funds have been made available through the Ohio Department of Health for the Women, Infants and Children program for the period of October 1, 2007 through September 30, 2008; and,
 
WHEREAS,      The Ohio Department of Health is sending the grant monies in large quarterly payments, resulting in monthly interest distribution on the cash balance; and,
 
WHEREAS,      it is necessary to appropriate the additional interest that is being distributed to the grant in the amount of $8,000; and,
 
      WHEREAS,      this ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible.  Up to date financial posting promotes accurate accounting and financial management; and,
 
      WHEREAS,      an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to appropriate these funds to the Health Department for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.      That from the unappropriated monies in the Health Department Grants Fund, Fund No. 251, and from all monies estimated to come into said Fund from any and all sources during the twelve months ending December 31, 2008, the sum of $8,000 is hereby appropriated to the Health Department, Division No. 50, as follows:

SECTION 2.      That the monies appropriated in the foregoing Section 2 shall be paid upon the order of the Health Commissioner and that no order shall be drawn or money paid except upon voucher, the form of which shall be approved by the City Auditor.
 
SECTION 3.      That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
