BACKGROUND: The purpose of this legislation is to authorize the Director of Finance and Management to enter into a contract for the purchase and installation of an x-ray machine at the Dental Clinic at the Health Department facility located at 240 Parsons Avenue.
This purchase is to replace an x-ray machine that became unusable. The Dental Clinic typically operates with two x-ray machines and having access to only one x-ray machine has created delays in providing care to patients, therefore, section 329.06 of the Columbus City Code is being waived in order to purchase and install the needed x-ray machine in a timely manner.
This ordinance is requested as an emergency to allow for the timely procurement of needed services, thereby allowing the project to proceed without delay.

FISCAL IMPACT: This capital improvement project expenditure is budgeted within The Blind School Renovation Project, Fund 706.

To authorize the Director of Finance and Management to enter into a contract with Henry Schein for the purchase and installation of x-ray equipment for the Dental Clinic; to authorize the expenditure of $4,000.00 from the Voted 1999 Health Renovation Fund; to waive competitive bidding provisions of the Columbus City Code; and to declare an emergency. ($4,000.00)
Body
WHEREAS, a need exists for x-ray equipment for the Health Department; and,
WHEREAS, Henry Schein was determined to best meet the needs of the Health Department; and,
WHEREAS, section 329.06 of the Columbus City Code is hereby waived, thereby allowing needed x-ray equipment to be installed as soon as possible; and,
WHEREAS, the timely procurement of needed services will allow the project to proceed without delay so this ordinance is being submitted as an emergency measure; and,
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to enter into a contract with Henry Schein for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Managment is hereby authorized to enter into contract for $4,000.00 with Henry Schein for dental x-ray equipment.
SECTION 2. That the expenditure of $4,000.00 is hereby authorized from the Health Renovation Fund, Fund No. 706, Project No. 570053, Department of Health, Division No. 50, Object Level One 06, Object Level Three 6651, OCA No. 501713.
SECTION 3. That Section 329.06 of the Columbus City Code is hereby waived.
SECTION 4. That the City Auditor is authorized to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
