Explanation

1.  BACKGROUND

This ordinance authorizes the Director of Public Utilities enter into a reimbursement agreement with Clinton Township relative to the City’s Chesapeake Avenue Area Water Line Improvements project, CIP Number 690236-100154.

 

The Department of Public Utilities (DPU), Division of Water (DOW), is responsible for providing quality water for consumer use and adequate water volumes for fire protection.  DOW intends to engage in the Chesapeake Avenue Area Water Line Improvements project, CIP Number 690236-100154.  This project provides for general rehabilitation of the Chesapeake Avenue area water line distribution system including replacement of water mains which have exceeded their useful life and construction of new lines to eliminate poor fire flow capabilities and poor water quality.  The project work will occur in the Chesapeake Avenue, Virginia Avenue, and Eighth Avenue areas.

 

A portion of the project work also includes resurfacing streets in the DOW project area.  Clinton Township requested resurfacing of some of their nearby streets be included in the project, which DOW has agreed to do if Clinton Township will reimburse DOW for the cost of that work.  Clinton Township has agreed to reimburse DOW the cost of the work to resurface the Clinton Township streets.  This amount is currently estimated to be $28,895.00 plus the cost of construction administration and inspection.  DOW will invoice Clinton Township after the work is completed.

 

2.  FISCAL IMPACT

There is currently no cost to the City.  The construction of this project is scheduled to be bid in September of 2026.  The amount to be contributed by Clinton Township will be determined by the construction bid and will be detailed in the ordinance requesting City Council approval of the construction contract.

Body

WHEREAS, the Department of Public Utilities is engaged in the Chesapeake Avenue Area Water Line Improvements project, CIP #690236-100154; and

 

WHEREAS, work for the project will include repairing and resurfacing portions of Chesapeake Avenue, Virginia Avenue, and Eighth Avenue within the Columbus city limits; and

 

WHEREAS, Clinton Township requested the Department of Public Utilities (DPU) to perform pavement milling and resurfacing of Clinton Township roads near the DPU project area; and 

 

WHEREAS, DPU has agreed to perform this work if DPU is reimbursed for it; and

 

WHEREAS, Clinton Township has agreed to pay for the work performed within its boundaries; and

 

WHEREAS, the actual cost of the Clinton Township work will not be known until the construction project is bid and the actual work completed; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of Public Utilities to enter into a reimbursement agreement with Clinton Township relative to the aforementioned effort so the Clinton Township work can be included in the construction bid and DPU can be reimbursed the construction costs; NOW THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities be and hereby is authorized to execute those documents necessary to enter into a reimbursement agreement with Clinton Township to defray construction and inspection costs incurred during the completion of the City’s Chesapeake Avenue Water Line Improvements project.

 

SECTION 2.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
