Explanation
This legislation authorizes the Public Service Director to enter into a contract for the 2003 On-Call Brick Rehabilitation project in accordance with plans, specifications and estimates for the improvement. This project will provide for the reconstruction of brick pavement in various city neighborhoods such as German Village, Victorian Village, Italian Village, Brewery District, Olde Towne East and others. This project was advertised in The City Bulletin. In addition, bids were solicited from five vendors and received from two vendors. Bids were opened on June 12, 2003 and are tabulated as follows:
G & G Cement Contractors $ 29,550.00
Decker Construction Company $ 45,350.00
Award will be made to G & G Cement Contractors, CC No. 31-0924129 (expiration 12/18/2005) as the lowest, best, most responsive, and most responsible bidder. The bid proposal stated that the bid quantities were estimated and that the bid quantities may be increased or decreased depending on the funds available. Award is to be made for the budgeted amount of $50,000.00. This legislation also authorizes expenditure for construction inspection costs up to $5,000.00.
Emergency action is requested for immediate execution of the construction contract for the earliest possible start of construction so that the improvement may begin and be completed in the 2003 construction season.
FISCAL IMPACT: Funds are available within the Voted 1995, 1999 Streets and Highways Fund.

To authorize the Public Service Director to enter into a contract with G & G Cement Contractors for the 2003 On-Call Brick Rehabilitation project for the Transportation Division; to authorize the expenditure of $55,000.00 from the 1995, 1999 Voted Streets and Highways Fund, and to declare an emergency. WHEREAS, bids were received and tabulated on June 12, 2003, for the 2003 On-Call Brick Rehabilitation project; and
WHEREAS, a satisfactory and responsible bid was received; and
WHEREAS, it is necessary to provide funds for the cost of construction inspection; and
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Transportation Division, in that the contract should be awarded immediately so that the work may proceed without delay, thereby preserving the public health, peace, property, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Service Director be and hereby is authorized to enter into a contract with G & G Cement Contractors, 2489 Switzer Road, Columbus, Ohio 43219 for the 2003 On-Call Brick Rehabilitation project in the amount of $50,000.00 in accordance with the plans and specifications therefore on file in the office of the City Engineer, which are hereby approved, and to obtain the necessary inspection costs and to pay up to a maximum of $5,000.00 therefore.
SECTION 2. That for the purpose of paying the cost of the 2003 On-Call Brick Rehabilitation project contract and inspection costs, the sum of $55,000.00 or so much thereof as may be needed, is hereby authorized to be expended from Fund 704, the 1995, 1999 Voted Streets and Highways Fund Transportation Division, Department No. 59-09, Object Level One Code 06, Object Level Three Code 6631, OCA Code 644385 and Project 530282.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
