Explanation

 

BACKGROUND: This ordinance authorizes the Board of Health to modify and extend the current contract with the DAS Health Ventures, LLC.(DAS), for the ongoing software consultant services in support of the current electronic medical records system. This modification will add funding in an amount not to exceed $11,250.00, for a new total contract amount of $24,750.00; and to extend the term of the contract by two months, for a new contract period from December 1, 2025 through July 31, 2026.

 

This Ordinance is being submitted in accordance with the relevant provisions of Chapter 329 of City Code pertaining to contract modifications.

 

Reasons additional services could not be foreseen

This is an unplanned modification to accommodate additional services for continued services required to aid the transition from the current electronic medical record system including resolving technical issues not anticipated at the time of the quote. 

 

Reasons other procurement processes are not used

It would not be in the best interest of the City to not award this contract through other procurement processes due to the specialized expertise in our current electronic medical record system, DAS currently consultants with both Columbus Public Health and Department of Technology on NextGen-related services such as SQL development, SQL performance tuning, and interface assistance.

 

How cost of modification was determined

The current pricing is based on the current consulting rate of $150 per hour and is based on the estimated number of hours incurred during the consulting period.

 

DAS contract compliance number is CC-041006.

 

FISCAL IMPACT: The amount of $11,250.00 is budgeted in the Health Special Revenue Fund for technology services for Columbus Public Health. ($11,250.00)

 

EMERGENCY: There is an immediate need to increase this contract in the amount of $11,250.00 to allow for continued consultation to prevent service disruption of the critical electronic medical record system.

To authorize and direct the Board of Health to modify a contract with DAS Health Ventures, LLC for ongoing support of the electronic medical record system; to add funds up to $11,250; to extend the term update through July 31, 2026; to authorize the expenditure of $11,250.00 from the Health Special Revenue Fund; and to declare an emergency. ($11,250.00)

 

Body

 

WHEREAS, Columbus Public Health entered into a contract for software consulting services for ongoing support of the electronic medical records system; and

 

WHEREAS, Columbus Public Health has a need to modify and extend said contract for additional software consultant services in support of the transition to electronic medical record system; and

 

WHEREAS, an emergency exists in the usual daily operation of the in that it is immediately necessary to authorize the Board of Health to modify a contract with DAS Health Ventures, LLC., for the ongoing support of the electronic medical system to prevent a service interruption, all for the immediate preservation of the public health, safety and welfare by ensuring continuity of care and preservation of medical histories; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Board of Health is hereby authorized to modify an existing contract with software consultant services with DAS Health Ventures, LLC, by increasing the contract amount by $11,250.00, for a new total contract amount not to exceed $24,750.00,

 

SECTION 2.  The Board of Health is hereby authorized to modify the contract term end date by two months, from June 1, 2026, to July 31, 2026, for a new contract period of December 1, 2025 through July 31, 2026.

 

SECTION 3.  That to pay the costs of said contract, the expenditure of $11,250.00 is hereby authorized from the Health Special Revenue Fund, Fund No. 2250, Department of Health, Division No. 5001, as shown in the attachment to this ordinance.

 

SECTION 4.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
