Explanation
BACKGROUND: The Board of Health has been awarded a grant from the Ohio Department of Health to fund the Women, Infants and Children (WIC) Program for the period October 1, 2008 through September 30, 2009. The Ohio Department of Health has provided $24,042.50 for the lease of real property to be used as clinic space for the WIC Program at 1202 West Broad Street for the period October 1, 2008 through September 30, 2009.

FISCAL IMPACT: The contracts cited above are entirely funded by the grant. This grant does not generate revenue or require a City match.

To authorize and direct the Director of Finance and Management Department to enter into a lease contract with Tom Zanetos for the lease of clinic space for the WIC program, for the period October 1, 2008 through September 30, 2009; to authorize a total expenditure of $24,042.50 from the Health Department Grants Fund; and to declare an emergency. ($24,042.50)
Body
WHEREAS, the City desires, for the benefit of the Department of Health, to enter into a lease contract with Tom Zanetos for the rental of real property, in order to provide services for the Women, Infants and Children program; and,
WHEREAS, an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to enter into this lease for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Finance and Management Department is hereby authorized and directed to enter into a lease contract for the provision of rental space for a WIC clinic located at 1202 West Broad Street for the period October 1, 2008 through September 30, 2009.
SECTION 2. That to pay the costs of said contracts, the expenditure of $24,042.50, is hereby authorized from the Health Department Grants Fund, Fund No. 251, Division No. 50-01, as follows:

SECTION 3. That the City Auditor is authorized to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
